    Positions 60015374 & 60015394 & 60015382 will be filled from this posting. You only have to apply once to be considered for all three positions.

     

    This Procurement Specialist III position is responsible for preparation of documentation for purchasing commodities and services for high value, complex procurements. The development and execution of Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB), obtaining required quotes, preparing and completing bid packages, preparing memorandums and specifications as required are key responsibilities of this position. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agencies employees, is required for this position. Additional duties as assigned.

     

    Knowledge, Skills and Abilities / Competencies

    Management prefers applicants that demonstrate the following:

    + Demonstrated work experience of large-scale complex purchasing methods and procedures and working knowledge of General Statutes, Administrative Code, and State Term Contracts.

    + Demonstrated experience to create, edit, review solicitation documents to include, as required, coordinating and facilitating evaluation committees, conducting vendor negotiations, and facilitating award recommendations for: RFQ, IFB, and RFP

    + Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements.

    + Demonstrated experience responding professionally to crises situations, to minimize impact to agency through solid negotiations and provide prompt and courteous customer service to internal and external customers.

    + Demonstrated ability to explain and interpret policies in a clear, concise manner.

    Additional Expectations:

    + SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes is helpful.

     

    Minimum Education and Experience Requirements

    Bachelor's degree from an appropriately accredited institution and three years of procurement experience; or equivalent combination of education and experience.

     

    Necessary Special Requirements Completion of the North Carolina Contract Management Program within one year of hire into the position.
