    Summary:

    The mission of the Idaho Department of Correction (IDOC) is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster connections, and restore victims of crime. The correctional lieutenant oversees the staff and resident activity at the correctional facility and ensures the civil rights of residents are provided for and protected. The incumbent is expected to work non-standard hours, including weekends.

    Responsibilities:

    + Interpret, audit, and direct the enforcement of institution policy, rules, and procedures for staff and residents.

    + Recommend goals and priorities and evaluate results.

    + Review resident control and transportation procedures and authorize exceptions.

    + Identify program needs, evaluate effectiveness, work with program staff, and may meet with service providers and other referral agencies to develop and make recommendations for improvements.

    + Deliver training and ensure staff are trained in facilitating program components.

    + Direct and conduct security inspections of the institution and search residents for contraband and dangerous items.

    + Participate in recommending security budgets and work procedures, to include specialty teams oversite.

    + Recommend staff hiring, train, mentor, and coach staff, assign work and evaluate performance, and resolve employee grievances.

    + Determine the need for additional personnel or posts during the work shift and review work procedures.

    + Approve employee leave and change in work schedule requests.

    + Investigate charges of wrongdoing or misconduct against staff or residents, explain investigation procedures, interview witnesses, and write formal reports of findings.

    + Direct and conduct emergency coordination and incident response for the department.

    Minimum Qualifications:

    +  Some knowledge of management of practices. This is typically gained by completion of two three credit or equivalent upper division college-level course or approximately 40 hours or equivalent of management training that included all the essential elements of management (Planning, Organizing, Leading, and Controlling - describe each); OR the State/BSU sponsored Center for Management Development Supervision I-IV or IDOC Leadership 100 or equivalent; OR six months of experience performing all management elements described above.

    + Some knowledge of training methods. This is typically gained by successful completion of one college level course (3 credits) or workshops/training or classes of at least 16 hours covering communication concepts, learning styles, course design, and presentation skills, (e.g., Train the Trainer or equivalent) OR experience co-presenting or presenting formal training sessions to staff (such as at POST or refresher training).

    + Experience supervising others in a correctional setting. This is typically gained by at least one two years of full-time work experience supervising staff in a correctional setting to include defining responsibilities and expectations, assigning and reviewing work, conducting performance feedback, completing performance evaluations, and handling employee issues such as , corrective actions, and/or problem-solving procedures;. OR Completion of 32 hours (or 4 days) of supervisory training (e.g., Leadership 100 or equivalent) AND 1 year of full-time work experience.

    + Good knowledge of management of incarcerated individuals. This is typically gained through successful completion of at least 20 hours of training AT LEAST 20 HOURS OF TRAINING in the programming aspect of management of incarcerated individuals, risk reduction procedures (e.g., Effective communication, Suicide Risk Management, verbal de-escalation techniques), AND at least two years of experience in a corrections profession with responsibility for resident supervision and applying correctional rules, requirements, and practices.

    Desirable Qualification:

    + Some knowledge of the Incident Command System. This is Typically gained by completion of online courses IS-120, Introduction to exercises AND IS-130, Exercise evaluation and Improvement Planning.
