The primary purpose of this position is to train and lead assigned personnel from multiple sections or elements across a variety of inspection, storage, maintenance, inventory, transportation, and handling tasks. Responsibilities - Munitions Element Chief. Prioritizes, assigns, and oversees explosive operations and managerial functions across the full spectrum of Munitions activities. - Appointed as Senior Munitions Inspector by the Munitions Flight Chief. Develops, administers and maintains an aggressive Inspector Training and Continuity Program to enforce proper surveillance techniques, standardize processes for inspectors, improve performance, and lead employees to determine serviceability, potential hazards, and possible deterioration of munitions assets. - Support Munitions Supply Officer delegate and Munitions Inventory Specialist. Manages accountability and control of munitions assigned to Stock Record Account FV3089. - Troubleshoot, repair, certify, configure, mark, modify, secure, and package munitions. Certify/offer into commercial transportation conventional munitions/explosives for air/ground shipment. - Munitions Program Manager. Administers critically enforced programs designed to uphold safety, security, and accountability of personnel and critical resources. - Vehicle and Special Equipment Operator. Oversees, manages, and uses one or more types of trucks, such as pickup, panel, or flatbed trucks, which typically have a gross vehicle weight of 4,000 pounds or less, on public roads at highway speeds. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6500 Ammunition, Explosives, and Toxic Materials Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a HAZARDOUS MATERIALS HANDLING INSPECTOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Thorough knowledge of munitions functions, operations, and theory; able to analyze, interpret, comprehend, and enforce multi-service technical orders, manufacturers' manuals, maintenance bulletins, blueprints, wiring diagrams, schematic drawings, and other technical information to accomplish tasks and resolve potential problems. 2\. Four years Munitions Inspector experience; attended the in-residence Inspectors Course preferred 3\. Four years Operations/Accountability experience; attended the in-residence Accountability Course preferred 4\. Knowledge of governing explosive safety regulations and procedures as outlined in Air Force, DOD, Occupational Safety and Health publications that directly impact safety of personnel and government resources. 5\. Four years Hazardous Good preparer/ handler/certifier experience; attended in-residence course preferred 6\. Extensive knowledge of munitions-specific database programs such as TICMS, TMRS, Agile Munitions Support Tool, NAVAIR online library, and Ammunition Disposition Request programs; knowledge of digital media, ERMfiling and Vital Records management PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work requires moderate to heavy lifting when moving material by hand or hand truck, walking and standing for prolonged periods of time, and bending, stooping, and pushing and pulling heavy material. The munitions inspection work may require working on hard surfaces and lifting and carrying weights up to 40 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. WORKING CONDITIONS: Work is performed inside in a warehouse environment and outside in containment areas on year-round basis. Subject to cuts, bruises, abrasions, scrapes, injury from equipment in moving or handling packaged and unpackaged munitions and equipment, and hazards involved in working in proximity to moving equipment such as fork lifts, trucks, and cranes. For explosives work inspector duties, employee may be subject to hot, damp, cold, drafty, or poorly lighted areas; exposed to dust, dirt, grease, solvents, and high noise areas in a mechanical work area; or, explosive hazards while working in the munitions storage area. May be required to wear protective clothing such as, steel-toed shoes, leather gloves, face shields, hearing protection, and protective eye wear. When handling packaged and unpackaged munitions items, protective equipment is provided.
