THE POSITION
Douglas County Planning Department
Full time non-exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.
Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
Job Summary:
This position focuses on providing technical support to the department in the areas of cartography, graphics production, drafting, GIS operations, research and data compilation and to the public in the areas of ordinances, plan and map interpretation.
Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
+ Prepare, monitor and finalize application packets for administrative and quasi-judicial actions. Requires preparation and organization of material for notification, monitoring through process until final. Final includes preliminary review of conditions, necessary filings and record updating. Research and document ownership history.
+ Respond to inquiries from the public and other agencies in regard to land use laws, planning process, development approvals, ordinance requirements, addressing and flood plain information. May function as either primary or secondary counter support positions.
+ Review and authorize development requests; independently determine permitted use and appropriate action; determine appropriate application fees.
+ Develop and maintain County road addressing system; includes naming of roads process, issuance of addresses, upkeep of records, production of street directory, year-end reports, procedure manual. Liaison between program and data processing; assist in file and program development, monitor updates.
+ Provide technical support and expertise in creating graphics, mapping, special research assignments and studies to support planning programs. Operate computerized and standard drafting equipment. Assure accuracy of work product.
+ Supervise and coordinate work activities of support staff; offer technical assistance as needed. Ensure accurate work products. Is involved in selection, training and evaluating of staff. Participate in development of department policy and procedure.
+ Maintain records, files and statistical data. Update records and input data to utilizing automated equipment and systems.
POSITION REQUIREMENTS
Skills/Qualifications:

Any equivalent combination of education and experience, which demonstrated the knowledge, skills and abilities required, will be considered, however, the following is preferred:
+ Four years cartographic, drafting, land surveying or planning experience.
+ Associate's degree plus two years experience in cartography, drafting, land surveying, planning or a related field.
Desirable qualifications:
Specific knowledge or experience related to assigned program area; program manager or supervisory experience.

+ At time of appointment, must possess a valid Oregon driver's license.
+ Regular and consistent attendance
Knowledge of: Considerable knowledge of planning principles and County comprehensive planning, zoning, subdivision, addressing and flood plain programs; considerable knowledge of cartographic and drafting principles and practices to develop and revise maps and other data for planning projects; considerable knowledge of GIS principles and practices; considerable knowledge of mathematics to compute necessary data for cartographic and drafting projects; basic knowledge of surveying principles and practices.Skill in: Understanding and interpreting deeds and legal property descriptions; interpreting maps and aerial photographs; use of calculator, automated equipment and systems, drafting tools, reproduction equipment and drafting and office equipment; conducting record searches.Ability to:Communicate effectively in both oral and written form; establish and maintain recordkeeping systems and reports; supervise, train and coordinate the work of support staff; make decisions independently in accordance with established policy and procedures, and use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; efficiently organize time to meet established deadlines; courteously meet and deal effectively with other employees, public agencies, utility companies, title companies, contractors, consultants, vendors and the public.
Position requires driving. Finalist will be required to provide a driving history that meets the Douglas County Driver Policy (http://www.co.douglas.or.us/hr/risk/safety/driving.asp) as part of contingent offer of employment.
