Job Description
This is professional work at the supervisor level in planning, developing, coordinating, monitoring, and overseeing emergency preparedness programs or projects for local government and/or monitoring programs for compliance with federal, state, and local regulations and programs standards. Work requires knowledge of the federal, state, and local program laws, rules and regulations knowledge of administrative and supervisory methods, practices, and techniques, and knowledge of principles, practices, and techniques of emergency preparedness, and recovery and response. These skills are usually gained through a combination of education, training, and related experience. Directs, trains, schedules, assigns, plans, reviews, monitors, and evaluates the work of assigned staff. Contacts with others require skills in understanding and/or influencing people and are important in supervising staff, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around and in coordinating and overseeing emergency preparedness mitigation and recovery efforts. Work is performed following established procedures involving a variety of situations requiring the frequent use of judgment. Incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence and following clearly defined emergency preparedness principles and policies. Work is performed in a controlled environment, where there are some risks and hazards, but they are known, predictable and controllable. Operates standard office equipment such as computers, copiers, audio-visual equipment, hand-held radios, radio base stations, GPS, and fax machines. Physical demands consist of sitting or standing for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects weighing less than 50 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, or well-defined policies. The worker plans and organizes the work, determines priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies.
Examples of Work
+ Plans, develops, coordinates, and oversees assigned programs and projects in compliance with local, state, and federal funding source(s), regulations, and reporting requirements.
+ Assists in coordinating activities before, during, and after an emergency.
+ Conducts statistical research studies, gap analysis, and forecasting for long range plans and timetables for the establishment of goals and objectives.
+ Prepares and issues reports, records, files, and correspondence.
+ Directs, trains, schedules, assigns, monitors, reviews, and evaluates the work of assigned staff.
+ Prepares various reports and correspondence in compliance with federal, state and/or local regulations.
+ Collects data, monitors, and evaluates program and project effectiveness.
+ Recommends, interprets, implements, and administers laws, rules, regulations, policies, practices, and procedures governing assigned programs and projects.
+ Provides professional and technical guidance and instruction to assigned staff.
+ Operates standard office equipment such as personal computers, spreadsheets, databases, and other related software, peripheral and electronic devices, copiers, calculators, and scanners.
+ Assigns responsibility, takes corrective action, demonstrates leadership and evaluating, developing and motivating employees.
+ Communicates clear direction, manages for results and leads organizational change.

Open Requirements/Supplemental Information
+ Six years of education and/ or professional experience in emergency management, emergency preparedness operations, planning, communications, risk management, or public safety. Must include at least eighteen (18) consecutive/ continuous months in a supervisor capacity involving emergency preparedness or preparedness communications for a private sector or public safety organization is required.
+ A Bachelor’s or Master’s Degree from an accredited institution with a major in emergency management, public administration, or a related field is preferred.
LICENSING/CERTIFICATION/REGISTRATION:
+ Must possess and maintain a valid driver’s license during employment in this class.
+ Must qualify for, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.
+ FEMA certified training classes including ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, and ICS 800 are required prior to appointment & must be maintained.
