    ABOUT THE DEPARTMENT

    The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.

    The primary mission of the Colorado Bureau of Investigation (CBI) is to meet the statutory responsibility and obligation to respond to requests from Sheriffs, Police Chiefs, District Attorneys, other state agencies, and the Governor on a 24-hour, 7 day-per-week basis to assist in the detection, investigation, and enforcement of Colorado criminal laws.

     

    The CBI is charged with the responsibility to investigate organized crime which cuts across jurisdictional boundaries of local law enforcement agencies and to locate and apprehend persons who are fugitives from the law.

     

    The CBI also provides law enforcement services including managing statewide criminal justice information, conducting criminal and civil background checks, and operating an internationally-accredited forensic laboratory system. The units described below perform these functions:

     

    + Investigative Services - provides critical investigative assistance to law enforcement agencies for major crimes, complex fraud, cyber crimes, drug offenses, fugitive sex offenders, cold case homicides, firearms-related crimes, crime scene and missing persons investigations.

    + Forensic Services - provides forensic investigative assistance to law enforcement agencies, including DNA casework, latent print analysis, firearm and toolmark analysis, drug chemistry analysis, serology analysis, trace evidence analysis, digital analysis, DNA database management, and toxicology analysis.

    + Support Services - CJIS operates information systems for local, state, and federal criminal justice agencies enabling them to exchange timely, accurate, and complete information. BIRU - serves as the state repository for criminal history information, including fingerprint data. InstaCheck - serves as the state point of contact for background checks on firearms purchases and conducts concealed handgun permit background checks for sheriff's offices.

    About the Work Unit

    This work unit exists to fulfill statutory responsibility to provide major crimes investigations, technical and investigative assistance to local and state agencies upon request and has jurisdiction pertaining to Colorado’s Organized Crime Control Act, fugitive apprehension, and firearms crimes through cooperation with local, state and federal agencies. The work unit also exists to fulfill statutory requirements to provide an effective level of criminal enforcement in Colorado.

    About the Job

    This position is a POST Certified Peace Officer in Colorado and exists to provide coordination, review and daily supervision of the operational activities conducted by Special Agents I-IV, some current Special Agent V’s, Analysts and other professional staff associated with the investigation of complex criminal violations. Also implements and ensures adherence to the policies and procedures of the agency associated with the CBI Investigations Section. This position establishes the required details and assignments necessary to carry out the investigative functions in an efficient and effective manner. This position oversees multiple work units and ensures the direction, mission and objectives set forth by the executive staff are met while working closely with the Assistant Director of Investigations as a second tier supervisor between unit specific work unit supervision/work leaders and the Assistant Director. This position mentors and supervises members to encourage professional development and the attainment of career goals. Works with members to develop a comprehensive performance plan, conducts a mid-year review and a final evaluation in accordance with current State of Colorado Personnel rules.

     

    The Special Agent in Charge role is roughly equivalent in scope and responsibility to the rank of Lieutenant in a municipal police department or sheriff's office. Like a Lieutenant, the Special Agent in Charge provides leadership and supervision to multiple units, oversees day to day operations, and ensures that policies and procedures are being followed. Both positions serve as a critical link between frontline staff and higher command, balancing administrative duties with operational oversight.

     

    Work Environment

     

    + Typical work hours: Monday-Friday, 8:00 am - 5:00 pm.

    Key Responsibilities

    Unit Management

    -Supervises multiple units consisting of uniform and civilian staff members within CBI Investigations. Oversees and acts as a second level supervisor between unit specific supervision/work leader and the Assistant Director.

     

    -Reports and updates investigative case progression and any personnel matters to the Assistant Director.

     

    -Ensures criminal investigations are conducted properly and efficiently and provides local, state and federal law enforcement agencies with investigative documents and reports to obtain successful criminal prosecutions and resolutions through the day to day supervision of the investigative unit(s).

     

    -Supervises and coordinates the investigation of criminal cases, offering guidance and expertise to investigators, and ensuring that procedures are conducted in accordance with laws and regulations.

     

    -Monitors case workload, and assigns and or delegates case work as appropriate.

     

    -Identifies training needs, monitors and evaluates performance and initiates positive member recognition. Ensures criminal procedure and workplace written directive adherence. Observes operations, processes and/or practices and methodologies for quality assurance and liability mitigation. Makes appropriate recommendations for change within their span of control.

     

    -Conducts initial investigation of and provides suggestions for resolution of personnel problems within the organization and charges of misconduct against staff.

     

    -Monitors and evaluates the job performance of subordinates.

     

    -Initiates corrective supervisory direction, and verbal counseling.

     

    -Ensures subordinate staff monitors and or prepares work schedules and assigns duties to subordinates as appropriate.

     

    -Takes a progressive and proactive approach in developing members professionally and personally. Provides members with opportunities for education, training, mentorship, promotion, and goal attainment. Works with the first line supervisor and members to develop a comprehensive performance plan that includes personal and professional goals. In conjunction with the first line supervisor, conducts a mid-year review and final evaluation in accordance with current State of Colorado Personnel rules.

     

    -May be assigned administrative oversight or on-going duties related to physical CBI facilities (satellite or regional offices).

     

    -May be delegated Use of Force admin reviews as required.

     

    Investigative Oversight

     

    -Enforces all laws and statues of the State of Colorado with a special emphasis on attaining expertise in the work unit they are assigned to, such as Major Crimes, Special Investigations - Organized Crime, Fugitives, Special Investigations - Illicit Marijuana, Firearms Investigations, Cold Case, Economic Crimes, Crime Scene, Records, Office of Professional Standards.

     

    -Coordinates, oversees, reviews and participates in lengthy complex criminal investigations, i.e., homicide, officer involved shootings, organized crime, Illegal Firearms, serious assaults, narcotics, fugitive operations, identity theft and cyber crime, human trafficking and other felonies for local law enforcement agencies, state agencies or as directed by the Office of the Governor.

     

    -Interviews suspects, witnesses and victims.

     

    -Searches for evidence of criminal acts.

     

    -Effects physical arrests and attends required training when necessary.

     

    -Summarizes investigations conducted by subordinates for briefings and review.

     

    -Maintains skills necessary to perform the job functions and certifications including Colorado POST certification required of an agent of the Colorado Bureau of Investigation.

     

    -Attends classes and receives training to enhance knowledge, skills and abilities. Maintains certifications in technical law enforcement skills including, but not limited to, firearms, first aid, use of force and arrest control. Identifies training needs and ensures subordinates obtain necessary education to maintain required certifications and skills.

     

    Outreach, Collaboration, Technical Assistance

     

    -Interacts with other local, state and federal law enforcement agencies, private organizations and the general public on matters relating to CBI, its mission and its service in a competent and professional manner.

     

    -Provides subject matter expertise, technical assistance and training to internal and external partners When required, attends all judicial appearances and provides accurate, truthful and complete testimony.

    Minimum Qualifications:

    Ten (10) years of professional investigative crimes against persons experience with a law enforcement agency, one (1) of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent.

     

    Current Colorado POST certification in good standing.

    Bachelor's degree from an accredited institution in any field of study and six years of professional investigative crimes against persons experience with a law enforcement agency , one (1) of which must have been at the level of a work leader, unit supervisor, or equivalent.

     

    Current Colorado POST certification in good standing.

    A combination of related education and/or professional investigative crimes against persons experience with a law enforcement agency equal to ten (10) years, one (1) of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent.If education is substituted for work experience, an unofficial transcript of the relevant education must be provided with your application.

    PREFERRED QUALIFICATIONS

    + One (1) year as a supervisor at the Colorado Bureau of Investigation.

    + Completion of FBI LEEDA Command Leadership Institute or equivalent law enforcement command training programs.

    + Experience with coordinating and collaborating with local, state, and federal law enforcement agencies in major criminal investigations involving high profile incidents and/or multi-agency task force investigations into firearms and narcotics.

    + Experience leading multiple units, divisions, sections, squads, task forces, etc.

    + Experience assigning cases, reviewing investigative work, conducting performance evaluations, and providing staff training and mentoring.

    CONDITIONS OF EMPLOYMENT

    + Must be a Colorado resident at the time of application.

    + This position requires unusual shift and travel demands for investigations, training, and court testimony. Requires 24/7 availability to assist with investigations, including weekends and holidays. Work may be conducted anywhere in the State of Colorado.

    + Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, psychological exam, medical physical and an extensive background investigation to include criminal, financial, employment, and driving history.     + Requires a valid Colorado driver's license with no active restraints. This position requires response to criminal investigations and crime scenes anywhere within the state of Colorado and may operate a fleet vehicle.
