    Job Description

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

     

    The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities. Under the supervision of the Senior Director of the Grants Management & Revenue (GMR), The Director, with latitude for the exercise of independent initiative and decision, will assist the Senior Director in managing over $250M in Federal, State and other revenue sources. The Director will also manage a team of 4 Revenue Analysts. The team will be responsible for preparing annual financial documentation to support revenue plans; preparing and submitting revenue claims; preparing financial reports to various New York State departments, the comptroller’s Office and NYC’s Office of Management & Budget; collaborating with the expense budget team to estimate annual expenditures for revenue reporting; and process revenue documents in the City’s Financial management System (FMS) The Director responsibilities will include but are not limited to:

     

    - In the absence of the Senior Director, lead strategic and administrative departmental requirements.

     

    - Oversee Revenue Analysts to ensure accurate analysis of claims data, claim submissions and reports are processed timely based on established guidelines and as required by oversight regulations.

     

    - Interpret and analyze State and Federal regulations and legislation to ensure that awards are appropriately allocated and budgeted.

     

    - Oversee and implement DYCD’s Capital Budget

     

    - Act as a liaison to representatives of Federal and State government for purposes of grants management and auditing of said grants.

     

    - Present revenue reports before grant oversights.

     

    - Prepare revenue reports for agency leadership that provides a snapshot of grant activities such as claiming and cash receipts management, audit updates/findings and reports to oversight agencies.

     

    - In conjunction with the expense budget team, participate in annual agency-wide revenue activities to close out fiscal years while maximizing revenues.

     

    - Manage performance evaluations, tasks and standards, attendance, time and leave, and all personnel related issues for all Revenue Analysts.

     

    - Complete ad hoc reports and special projects at the request of Senior Management.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE:

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.

    Salary Min: $109,565.00

     

    Salary Max: $135,000.00
