    The Division of State Care Facilities (DSCF) is seeking a facilityAdministratorto provide leadership of the Department's mission, vision and values and perform related work at Payette Assessment and Care Center (PACC) located inPayette. This position is based at the DSCF campus inNampabut requires the Administrator to be on-site at the Payette facility approximately 50% of the time. This position will report to the DSCF Deputy – Administrator and the current focus includes annual licensing application and maintenance of that licensure; budgeting, staffing, training, policy development, and quality assurance for this licensed facility serving youth in foster care with diverse cognitive and developmental needs.

     

    This position is not eligible for telework.

     

    This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

     

    The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

    EXAMPLE OF DUTIES:

    + Apply systems thinking and collaborative problem-solving to address complex service and operational challenges.

    + Develop, implement, and evaluate program models, policies and procedures, practices, and operations aligned with the Department’s strategic goals and facility licensure requirements.

    + Ensure program compliance, integrity, and alignment with applicable laws, regulations, and licensure requirements.

    + Establish and maintain strong partnerships with stakeholders, service providers, and other agencies.

    + Hire, supervise, and support program supervisors and staff to ensure effective service delivery.

    + Promote continuous quality improvement and innovation through evidence-based practices.

    + Provide clear focus and direction for staff and leadership to ensure a sustainable and integrated services system for family and children's services, mental health and/or developmental disabilities programs.

    + Monitor and evaluate program outcomes to guide resource allocation and operational improvements.

    + Manage program budgets and oversee possible grant funding as applicable.

    + Represent the Department in meetings with stakeholders, the public, and media.

    MINIMUM/SPECIALTY MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications/specialty minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

     

    + Demonstrated competency in management and leadership. Typically gained through a MPA, MBA, or bachelor's degree in business AND at least three years' experience in a leadership role such as: large project or program manager with staff; business or business function manager with staff (marketing manager, customer relations manager), OR at least one year experience managing a major program and providing leadership of professional staff OR completion of upper-division college-level management coursework along with experience in a significant leadership role, OR experience or a combination of coursework and experience that represents the knowledge level above. Experience should include program or business planning, development, implementation or ongoing management, quality control/evaluation, staffing.

    + Extensive knowledge and experience in child welfare. Typically gained by a master's degree in social work, behavioral health, psychology or human services related field AND at least three years of child welfare experience OR at least five years of experience as described.

    + Experience assessing, planning, and implementing child welfare, early intervention, developmental disabilities, or other social services program. Typically gained by at least two years of experience providing leadership and collaboration with community groups and individuals in the development of community solutions to child welfare, developmental disabilities, early intervention or other social services issues. Experience should include planning community intervention and service provision.

    + Per IDAPA 16.04.18.213.01, the chief administrator must have: *two (2) years experience working with children and *three (3) years experience in staff supervision and administration, and *one (1) of the following: -A Bachelor’s degree in a relevant discipline such as behavioral/social science, psychology, psychosocial rehabilitation, or closely related field; -The completion of a career development program which includes work related experience, training, or college credits that provide a level of achievement equivalent to the Bachelor's degree.
