FFIEC Executive Secretary - R025293 Primary Location : DC-Washington : Employee Status : Regular Overtime Status : Exempt Job Type : Standard : : : Relocation Provided: : Yes Compensation Grade Low: : FR PAY GRADE D1 Compensation Grade High: : FR PAY GRADE D1 Minimum Salary: : $284,000.00 Maximum Salary: : $331,300.00 Posting Date : Oct 2, 2025 Position Description The Council is comprised of the heads of the regulatory agencies: Federal Deposit Insurance Corporation, Board of Governors of the Federal Reserve System, National Credit Union Administration, Office of the Comptroller of the Currency, and the Consumer Financial Protection Bureau, as well as chairperson of the State Liaison Committee. The incumbent is detailed from one of the agencies and returns to his/her parent agency in the same or comparable position upon termination of the detail. The Council sets the terms of the details. The incumbent will be asked to sign a Memorandum of Understanding which describes the conditions of the detail. Principal Duties & Responsibilities 1. The Executive Secretary is the only officer of the council and has day-to-day responsibility and managerial oversight for all FFIEC operations including the following: · Carrying out all assignments as directed by the FFIEC Chairman under delegations from the Council; · Advising the FFIEC Chairman on interagency matters and providing council based on institutional knowledge of the Council’s operations; · Coordinating the interaction of the Council, agency liaisons, task forces, state liaison representatives, and other parties to Council deliberations; · Assisting the Council in its identification and communication of annual goals, strategies, and priorities; · Assessing management processes, internal controls, and use of resources to ensure efficient and effective management to achieve the Council’s goals and objectives; · Monitoring, evaluating, and reporting on annual Council goals; · Taking a leadership role in establishing or developing the Council’s culture and values; · Ensuring that there is a fit between the Council’s culture and values and the organization’s strategy, structure, and processes; · Ensuring that appropriate internal audit processes and procedures are in place in liaison with the FRB’s Inspector General’s office and/or the external auditors; · Establishing, monitoring, and reporting on the budget; and · Preparing and distributing the Council’s Annual Report. 2. Task Force Support and Monitoring. The Executive Secretary is a non-voting member of each of the six task forces, who advises the Task Force Chairs on FFIEC matters and provides direction on procedural matters. Task Force Chairs are responsible for monitoring and supporting the work of the respective task force and their subcommittees and working groups, providing clarification and liaison regarding overall Council policies and objectives, monitoring Council goals and priorities, and providing administrative support for task force operations and initiatives. 3. Interagency Training. The Executive Secretary is responsible for facilitating the Council’s interagency examiner training program and ensuring it is managed in a manner consistent with the needs and priorities of the Council and member agencies, as identified by the Task Force on Examiner Education and the Council. 4. Staff Management. General oversight and management of FFIEC staff, including Examiner Education Office staff, by: · Managing, motivating, developing and leading members of the FFIEC Team. · Maintaining accurate position descriptions. · Establishing performance standards and evaluating the performance of employees, directly or through subordinate supervisors; and · Ensuring effective support of agency and task force needs by staff. 5. Council Support. The Executive Secretary is responsible for scheduling Council meetings, arranging facilities, developing agendas, coordinating with and distributing information to agency liaisons, arranging participation of State Liaison Committee participants, and assisting the Chair in conducting meetings as requested. 6. Following meetings, the Executive Secretary is responsible for overseeing the preparation and timely distribution of meeting minutes and coordinating the execution of Council decisions by task forces or other agency staff. The Executive Secretary also arranges for any notational votes between meetings. 7. Financial Management. The Executive Secretary is responsible for developing and presenting the annual budget (currently in excess of $13 million) to the Council for approval, in consultation with agency liaisons and task force chairs. The Executive Secretary manages the execution of the budget and oversees financial management of the Council’s activities. The Council’s financial activities and statements are audited annually by an external, independent auditor. 8. Council Administration. The Executive Secretary is responsible for completing the following administrative duties: · Completing memorandums of understanding (or other appropriate documentation) to clearly define role, expectations, and costs associated with each service provider); · Maintaining accurate and up-to-date policies and procedures to ensure clear and efficient operations; and · Reporting regularly to Council members on the status of major Council projects not covered by the task forces, budget variances, and any significant actions taken by the Executive Secretary under delegated authority. 9. State Liaison Committee Coordinator. The Executive Secretary serves as principal contact with the State Liaison Committee, keeping them current on pertinent issues before the Council or in development within task forces. 10. Congressional Liaison and Public Relations . The Executive Secretary serves as point-of-contact for congressional and press inquiries and requests. Duties include the following at the direction of the Council: · Contacting or appearing before members of Congress, or their staff, regarding significant issues being undertaken by the FFIEC; · Delivering presentations to outside groups regarding the mission and operations of the FFIEC; · Serving as liaison and coordinating responses with external conducts such as industry or trade groups, press, public; · Coordinating responses to all public requests for data and publications that are the property of the Council; · Coordinating responses to all Freedom of Information Act requests received by the Council; · Oversight of the Council website; and · Posting all Federal Register notices relating to proposed and final Council actions. 11. HMDA Data Compilation and Aggregation. The Executive Secretary is responsible for facilitating the Council’s HMDA data compilation and aggregation efforts and ensuring they are consistent with mandated requirements and the needs and priorities of the Council and member agencies, as identified by the Task Force on Consumer Compliance and the Council. 12. Community Reinvestment Act. The Executive Secretary is responsible for facilitating the FFIEC efforts to collect, prepare and report Community Reinvestment Act data and ensuring those efforts are consistent with the requirements of the Council and member agencies, as identified by the Task Force on Consumer Compliance and the Council. 13. Uniform Bank Performance Report. The Executive Secretary is responsible for coordinating the production and distribution of quarterly UBPR and related data. 14. Other. The Executive Secretary completes other tasks and duties as assigned by the Council. Position Requirements A bachelor’s degree in finance, accounting, business administration, public policy, economics, or another related field and a minimum of 15 years of related experience, including 10 years of management experience. Must be able to anticipate and meet the clients’ needs while maintaining high-quality end products. • Exceptional organization savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics. • Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management.
