    The Work You Will Do:

    Right of Way Appraiser II / Right of Way Administration

     

    This position manages and reviews complex valuation reports, ensuring compliance with laws and policies. Coordinate consultant services, negotiate hours, approve invoices, and monitor data in the Right of Way Management System. Support litigation and mediation efforts, respond to records requests, and collaborate across offices to resolve issues. Overseeing quality control, developing procedures, conducting training, and representing the agency at public forums. Identify acquisition opportunities and assess project impacts on property values.

    Your Specific Responsibilities:

    Prepares and reviews valuation services reports to include highly complex projects. Ensures conformance with applicable laws, rules, regulations, policies, and procedures. Makes recommendations of valuation services assignments based on existing and proposed workloads and project complexity. Negotiates consultant and sub-consultant hours. Reviews and offers input on reports and/or the other relevant work products provided by property owner experts on litigation and/or mediation matters against the Department. Notifies management of circumstances that could affect production schedules or court proceedings.

     

    Participates and provides support, recommendations, and valuation expertise to department personnel in litigation and/or mediation matters. Responds to public records, litigation discovery, and related inquiries. Coordinates with other offices to address and resolve issues.

     

    Procures consultant services. Coordinates the activities of Valuation Services consultants. Review and approve invoices. Ensures data is entered into the Right of Way Mangagement System (RWMS). Runs RWMS reports to monitor and assess valuation production and quality.

     

    Ensures and monitors a Quality Control Program. Interprets and communicates right of way policies and procedures. Assists in the development of policies and procedures. Holds valuation-related training sessions as necessary.

     

    Monitors, trains, and assists local governments. Represents R/W at public meetings/hearings and workshops, and similar forums. Identifies and evaluates advance acquisition opportunities.

     

    Participates in the applicant selection and hiring process. Provides employee orientation and training.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Uniform standards of Professional Appraisal Practice (USPAP).

    Skills in:

    + Written communication and production of high-quality appraisal and appraisal reports, memorandums, letters, and other business reports.

    + Oral communication necessary to relate, implement, and follow through on required actions.

    + Use of personal computers, including a working knowledge of word processing and spreadsheet software.

    + Both personal and project related planning and organizing.

    Ability to:

    + Perform and review complex eminent domain appraisals.

    + Accomplish assignments with no or minimal supervision or assistance.

    + Understand right of way maps and highway and bridge construction plans and understand the impact of a project on real estate values.

    + Suggest alternative construction locations or techniques that would lessen the impacts on affected properties.

    + Quickly assess factors that significantly impact recommended compensation, appraisal complexity, contracting and production processes.

    + Calculate professional staff hours required to appraise a specific parcel or property.

    + Identify, research and assess pertinent market data.

    + Form effective working relationships with numerous persons internal and external to the department.

    + Quickly adapt to, and carry out, changes.

    Minimum Qualifications:

    Ten years of appraisal experience, or current certification as a residential or general appraiser. Graduation from the FDOT Real Estate Level III Training Program can substitute for seven years of the required experience. Post-secondary education can substitute for the required experience on a year-for-year basis.
