Job Description
The Iowa Vocational Rehabilitation Team at Iowa Workforce Development is accepting applications for full-time Training Specialist 2 role in our IowaWORKSoffices.
Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.
Job Description and Responsibilities:
Develops, coordinates, and delivers new staff training with a focus on increasing agency employment outcomes, improving field capacity and enhancing customer focus. Coordinates training with other agency resource managers to provide support so they are able to train in their areas of expertise. Develops comprehensive training plan to meet gaps, based on direction from agency leadership. Formulates educational training sessions based upon observations, data collection and survey information. Assesses training needs of staff and adapt training, leadership seminars, in-person, automated, and virtual training based on the needs and objectives of the agency. Mentors newly hired staff providing orientation and assisting with professional development with specific focus on first year of development. Coordinates as necessary with agency leadership on technical assistance needed.
Acts as a liaison between Iowa Vocational Rehabilitation Services (IVRS) and DOMDoIt for setup and shut down of accounts as IVRS employees are hired or leave employment to assure staff have the technology they need to perform their work, and access is removed when it is no longer needed. Participates in the selection, implementation, administration, training, and/or technical consultation of technologies including the writing and disseminating of written instructions and training videos (excluding the agency case management system) to ensure end-user understanding and ease of use prior to implementation of system upgrades and new technology. Develops working relationships with technology vendors to act as a single point-of-contact for management and technical assistance on technology solutions. Provides training one-on-one or in group settings to help staff learn how to use technology solutions to perform work duties.
Research and reviews software applications to improve efficiency of office operations. Offer suggestions for quality improvement, process and systems changes, and recommendations for technology solutions to improve the delivery of VR services and/or work processes.
Works in coordination with the Assistant Bureau Chief for graduate degree programs providing enhanced career pathways for qualified students to access IVRS employment positions. Provide data and information on personnel preparation and development, recruitment and retention, and staff development to inform the Unified State Plan and goals of the agency.
The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

Minimum Qualification Requirements
Graduation from an accredited four year college or university and experience equal to three years full-time work in one or a combination of the following areas:
+ Professional training, teaching or counseling experience in an educational setting;
+ Professional personnel administration including such areas as job analysis, performance appraisal system, selection devices or labor relations;
+ Professional experience in a major technical program area utilized by the employing agency;
OR
a combination of education and experience to total seven years, substituting experience equal to one year of full-time qualifying work for each thirty semester hours of qualifying coursework;
OR
a combination of education and experience to total seven years, substituting thirty semester hours of graduate coursework for each year of qualifying experience;
OR
employees withcurrent, continuous experience in the state executive branch that includes experience equal to twelve months of full time work as a Training Specialist 1;
OR
employees withcurrent, continuous experience in the state executive branch that includes experience equal to six years' full-time qualifying work.
