    The Iowa Vocational Rehabilitation Team at Iowa Workforce Development is accepting applications for full-time Benefits Planning Workforce Program Coordinator role in our IowaWORKSoffices

     

    Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.

    Job Description and Responsibilities:

    Lead and coordinate division-wide benefits planning services for individuals who are receiving SSI/ SSDI benefits. Serve as lead for Ticket to Work activities throughout Iowa Vocational Rehabilitation Services (IVRS). Provide program training, consultation, monitoring and evaluation on benefits planning and TTW services. Advise management on promising practices and recommends strategies for service delivery improvements.

     

    Develop policies and procedures related to benefits planning that follow federal, state, and agency regulations. Establish and maintain internal controls to ensure policies and procedures are followed, job candidates are receiving benefits planning services and tickets are assigned to IVRS for cost reimbursement. Compile and monitor data to ensure ongoing quality and continuous improvement is occurring in the delivery of services.

     

    Analyze data to identify gaps and develops and implements strategies for improvement. Provide information to agency supervisors and office field staff on policies and procedures that maximize resources for SSI/SSDI beneficiaries. Collaborate with the management team to improve employment outcomes for individuals receiving SSI/SSDI.

     

    Serves as the state point of contact for the Ticket to Work program and ensure responsibilities are carried out through the Partnership Plus agreements with Employment Networks. Monitor and manage the agreements. Coordinate benefits planning and Ticket to Work activities with other state programs.

     

    Provide training and oversight to field staff in the delivery of benefits planning services utilizing local, state, and federal best and promising practices. Develop and maintain forms and information utilized by staff. Provide technical assistance and training to IVRS field staff so they have knowledge of basic benefits planning principles to utilize in planning stages with job candidates so job candidates understand work incentives available, and impact earned income will have on benefits.

     

    Provide more advanced training for IVRS certified benefits planners and staff wanting to learn more advanced skills. Provide technical assistance and Pre-Employment Transition Services focused on benefits planning and promoting competitive integrated employment for students with disabilities. Implement follow-up monitoring and evaluation for problem solving cases with field staff.

     

    Provide direct benefits planning to job candidates, with focus on job candidates needing higher level, more specialized assistance, such as development of a PASS plan or those involved with self-employment. Assist with understanding of how job candidate employment earnings impact benefits so job candidates can make informed choices on employment and work experiences. Provide information so job candidates understand how to track and report earnings and provide guidance on resolving issues with SSA and overpayment. Coordinate referrals to Employment Networks for long term benefit planning support after closure.

     

    The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

    Certified Benefits Planner (CWIC) preferred or ability to obtain.

    Minimum Qualification Requirements

     

    Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;

    OR

    an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;

    OR

    an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;

    OR

    current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
