    This position exists to implement, lead, design, and implement statewide child protection and child welfare’s policy for response to sex and labor trafficking. This position collaborates and consults with Tribes, counties, Minnesota Safe Harbor, Office of Missing and Murdered Indigenous Relatives (MMIR), Minnesota Department of Health, Bureau of Criminal Apprehension (BCA), Administration for Children and Families, other states, and interagency to direct strategic planning and delivery of services to meet the needs of children at risk or being trafficked. This position requires the ability to work in a highly political and complex environment to implement trafficking policy and legislation to meet state and federal requirements. Lead child welfare reform efforts which include legislative efforts. In partnership with Safe Harbor and survivor subject matter efforts, lead and coordinate efforts needed to design and implement specialized response and services for all populations of children and youth victims of sexual exploitation and human trafficking. This position develops and delivers training of current state and federal trends, laws and policy guidance to counties, Tribes, mandated reporters and community providers.

    Responsibilities include:

    + Lead the design, development and implementation with counties, Tribes, Safe Harbor, and child welfare stakeholders of policies and procedures to assist across the Child Safety and Prevention division to improve and respond to sexually exploited and labor trafficked children and youth in the child welfare and child protection systems

    + Serve as liaison and central point of contact between county and tribal child protection workers, division staff, interagency Safe Harbor leadership and partners, national, federal and interstate partners, and other DCYF department staff regarding sexually exploited and human trafficked youth, which includes providing training and technical assistance.

    + Coordinate and collaborate with American Indian Human Trafficking Program Specialist on Tribal and American Indian related human trafficking policies, procedures, and training

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

     

    Four (4) years of specialized professional experience in social work or case management that demonstrates experience working with human trafficking victims, specifically sexually exploited/trafficked youth. Experience must include the following:

     

    + Knowledge of federal and state child welfare laws/regulations, policy and practice related to human trafficking and exploitation

    + Ability to analyze complex policies and prepare guidance and other tools for the child welfare workforce

    + Experience in developing and delivering training using various delivery methods (e.g., in person, electronic, video)

    + Ability to work at system level across agencies/divisions/community-based agencies in the development of new programming, service model and policies

    Preferred Qualifications

    + A bachelor’s degree or higher in social work or related field

    + Knowledge of the legislative process, state government policies, processes, rules, and laws

    + Ability to analyze data, prepare comprehensive reports, document findings, and report out to stakeholders.

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Knowledge of the Minnesota Safe Harbor response.
