    General Statement

    The mission of the Montana State University Police Department is to provide Montana State University students, faculty, staff, and visitors a safe and secure environment for living and learning. We continuously strive to build and cultivate relationships, foster ongoing education, and provide a visible and welcoming presence for our community.

    Duties and Responsibilities

    + The lieutenant provides leadership, training, and supervision for department personnel. They ensure their assigned personnel complete duties to accomplish the mission of the department.

    + The lieutenant serves as a member of the department’s management team and supports directives with subordinates, taking ownership for the success of the unit, department, and university mission.

    + Supervises sergeants, detectives, and civilian staff, provides guidance and leadership, evaluates crime statistics and enforcement activity, and directs operations towards enhancing mission objectives. The lieutenant position may be assigned to supervise any one or combination of the following law enforcement operations to include uniformed patrol, detective investigations, parking and transportation, emergency management, event command, civilian support, or other immediate needs of the department.

    + Assists in selecting, hiring, motivating and evaluating assigned personnel. Conducts annual performance evaluations, provides feedback, and takes or recommends disciplinary action in accordance with established policies and procedures.

    + Understands and applies institutional regulations and policies, state laws, federal laws, and law enforcement policies. Is an expert of law enforcement best practices, tactics, procedures, investigations, regulations, and governing laws.

    + Required to be on-call in rotation with command staff team to include other lieutenants, deputy chief and chief.

    + Provides final review of police reports. Assists in the development, training, and maintenance of the records management system. Ensures appropriate dissemination of criminal justice information and records. Ensures IBR reporting standards are met and manages public information releases.

    + Responsible for departmental Clery Act compliance and assists with Institutional Clery Act compliance.

    + Assign risk management assessments and develops related preparedness, response, and mitigation manuals.

    + Is a contributing member to a variety of boards, commissions, committees, and professional organizations.

    + Serves as acting chief in the absence of the chief and deputy chief.

    + Receives citizen complaints about personnel, researches validity of complaint, and makes recommendations to the deputy chief and chief.

    + Responsible for creating, reviewing, and enforcing departmental policies and procedures.

    Required Qualifications – Experience, Education, Knowledge & Skills

    + Meet or exceed the peace officer education and certification standards as set forth by Montana Code annotated 7-32-303 http://leg.mt.gov/bills/mca/title\_0070/chapter\_0320/part\_0030/section\_0030/0070-0320-0030-0030.html

    + Montana Peace Officer Standards and Training P.O.S.T certification as a sworn law enforcement officer or an out-of-state equivalent certification and the ability to obtain Montana P.O.S.T certification within one year.

    + Advanced and supervisory certificates from Montana P.O.S.T., or out of state equivalent with the ability to obtain command and administrative certificates from Montana P.O.S.T within one year.

    + Six years of experience as a commissioned law enforcement officer.

    + Four years of supervisory experience of commissioned law enforcement officers within the last ten years.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

    + Eight years of experience as a commissioned law enforcement officer within the last ten years.

    + Six years of supervisory experience of commissioned law enforcement officers within the last ten years.

    + Experience working as a police officer at a college or university.

    + Associate degree, or equivalent, from an accredited college or university.

    + Experience in broad-based community policing programs designed to foster improved relations between police and their community.

    The Successful Candidate Will

    + Communicate effectively with employees and the public in person and over the phone; establish and maintain effective working relations with co-workers and the public; represent the University Police Department and its services to others in a professional and courteous manner; maintain a positive attitude both individually and with their assigned area; effectively foster and maintain a professional, positive, and productive work environment.

    + Successful experience exercising good judgment and working effectively, both independently and cooperatively, under minimal supervision.

    + Maintain positive interactions and communicate with diverse audiences, to include: faculty, staff, a variety of student types (freshman, commuter, resident, non-traditional), community members and the public.

    + Demonstrated personal and professional initiative (for example, setting and achieving goals and attending professional development training).

    + Demonstrated ability to successfully manage multiple complex tasks simultaneously with minimal supervision.

    + Demonstrated effective written and interpersonal communication skills including public speaking.

    + The ability to take complex problems, consider possible solutions, and formulate decisions that achieve the best outcome for various stakeholders.

    Position Special Requirements/Additional Information

    + Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Public Safety Policy (http://www.montana.edu/clery/) and Crime Statistics (http://www.montana.edu/police/crime-statistics.html) .

    + Must complete a one-year probationary period as well as pass a physical, psychological test, and drug screen.

    + Position requires working alternative schedules to include mandatory overtime, working on holidays, and filling in for shift vacancies.

    + Must possess, or be able to obtain within 6 months, a valid Montana driver’s license and have an acceptable driver record (less than 12 points in accordance with Administrative Rules of Montana 2.6.205 located at http://www.mtrules.org/gateway/ruleno.asp?RN=2%2E6%2E205

    + Position requires working alternative schedules to include mandatory overtime, working on holidays, and filling in for shift vacancies.

    + Must possess and maintain the ability to give credible testimony in a court of law.

    + Ability to complete and maintain department training requirements.

    + Must be able to qualify and maintain annual certification with various duty weapons.

    Physical Demands

    + Must be able to pass testing for fitness for duty as a police officer, to include physical and psychological evaluations, drug screen, and comprehensive police background investigation.

    + Must have physical abilities (vision, hearing, etc.) necessary to perform the job of police officer successfully, including being physically fit for foot and bike patrols.

    + Must be able to perform essential duties under adverse conditions, including: extreme temperatures, loud noises, heights and other demanding physical and environmental factors.
