Job Summary
The Senior Director, Chief Enterprise Analytics provides strategic leadership and enterprise-wide decision support through analytics in direct support of the Chief of Strategy and Transformation Officer (CSTO) and Strategy & Transformation Office. This role is responsible for setting the vision, strategy, and execution of analytics across L.A. Care, ensuring that data and evidence-based insights guide organizational decision-making, strategic investments, and progress toward the health plan’s mission. In partnership with the CSTO, this leader helps drive the transformational change required to improve care, expand access, enhance customer service for members and providers, and adapt to the evolving and complex regulatory landscape facing managed care.
The Senior Director, Chief Enterprise Analytics ensures that analytics and decision support are tightly aligned with the organization’s strategy, while serving as the enterprise connector for analytics across all divisions. This role builds deep partnerships across L.A. Care, breaking down silos and embedding insights into planning, execution, and performance management. Importantly, this position shapes the analytic approach and framework for answering enterprise questions, setting the tone for how insights are generated and applied, rather than simply responding to pre-defined requests. By fostering collaboration, enterprise-wide visibility, and analytic rigor, the Senior Director, Chief Enterprise Analytics ensures that priorities reflect L.A. Care’s goals, and that decision-making is consistent, evidence-based, and forward-looking.
This role directs a high-performing team of professionals who deliver actionable intelligence to advance care quality, access, member experience, provider performance, and operational efficiencies. Beyond reporting and analytics delivery, this position leverages advanced methods including causal inference, study design, machine learning, and AI to strengthen enterprise strategy and execution. As both strategist and execution leader, this role ensures that analytics are embedded into the core of how L.A. Care identifies opportunities, monitors performance, and transforms care delivery, supporting the organization in achieving sustainable growth and regulatory compliance while improving the lives of the members it serves.
Duties
Strategic Leadership and Decision Support
+ Provide enterprise-wide leadership in analytics, ensuring that data and insights guide organizational strategy, investment decisions, and performance improvement initiatives.
+ Define and communicate the analytics vision and framework for how enterprise questions are approached, ensuring a balance of rigor, creativity, and strategic foresight.
+ Partner with the CSTO to translate organizational strategy into measurable priorities, actionable KPIs, and data-driven initiatives across L.A. Care.
+ Serve as a trusted advisor to executives, providing forward-looking, evidence-based recommendations to inform strategic decisions and transformational initiatives.
Enterprise Analytics Strategy and Execution
+ Develop and oversee the execution of the enterprise analytics strategy, ensuring alignment with organizational goals and emerging priorities.
+ Lead the design, development, and operationalization of analytic models and methods, including causal inference, study design, machine learning, predictive modeling, and AI.
+ Ensure analytic processes and outputs are scalable, reproducible, and integrated into enterprise-wide decision-making workflows.
+ Act as the business owner for enterprise data and analytics platforms, business intelligence tools, and advanced statistical programming environments.
Cross-Functional Partnership and Influence
+ Serve as the analytics connector across the organization, collaborating with key stakeholders across the enterprise to ensure analytic priorities reflect enterprise goals.
+ Promote collaboration, knowledge sharing, and alignment across divisions, breaking down silos and embedding analytics into strategic planning and operational execution.
+ Translate complex analytic insights into clear, actionable recommendations for diverse stakeholders, including executives, operational leaders, and external partners.

Performance Management and Transformation Support
+ Oversee the development and monitoring of enterprise KPIs, ensuring consistent measurement and reporting on progress toward strategic goals.
+ Lead analyses that identify opportunities for improved quality, affordability, access, equity, member experience, and provider performance.
+ Partner with enterprise leaders to support transformational initiatives that enhance care delivery, expand access, and improve customer service while navigating evolving regulatory requirements.
+ Evaluate the impact of strategic initiatives using rigorous analytic methods and communicate findings to support iterative improvement and organizational learning.
Team Leadership and Culture
+ Lead, mentor, and develop a high-performing team of data scientists, analysts, and research professionals, cultivating expertise in advanced analytics, causal inference, AI, and study design.
+ Foster a culture of curiosity, innovation, and analytic rigor, encouraging the team to anticipate enterprise needs and proactively identify insights.
+ Promote adoption of analytic insights across the enterprise, ensuring that data-driven decision-making is embedded in the organizational culture.
Innovation and Thought Leadership
+ Stay abreast of emerging analytics, AI/ML, and healthcare data trends to ensure the organization leverages leading practices for strategy and decision support.
+ Champion the ethical and responsible use of AI and advanced analytics in decision-making and transformation initiatives.
+ Represent L.A. Care’s analytics function in external forums, executive discussions, and partnerships as a thought leader and innovator in health plan analytics.

Master's Degree in Business or Statistics

Experience
Required:
At least 10 years of progressively responsible experience in analytics, strategy, or healthcare leadership roles, with at least 7 years in a director-level position.
At least 10 years of people management experience in a lead, supervisor, manager or director level role.
Demonstrated experience leading enterprise analytics functions that support strategic decision-making, transformation, and performance improvement initiatives.
Strong experience with enterprise data platforms, business intelligence tools, statistical programming environments, and scalable data architectures.
Experience in managing and being accountable for a corporate cost center, including staff salaries and owning vendor selection/negotiations/spend management.
Experience of developing and operationalizing predictive models and AI products that are embedded into operational workflows and used to improve business decision-making.
Experience with executing casual impact studies to evaluate intervention effectiveness, including both RCT study designs and retrospective causal inference analysis.
Experience in designing and monitoring enterprise KPIs, establishing performance dashboards, and using analytics to influence organizational priorities.
Experience building strong cross-functional partnerships within a Managed Care Plan, breaking down silos, and fostering collaboration across divisions such as Product, Operations, Health Services, Finance, Network Management, PMO, IT, and Compliance.
Experience in fostering a culture of innovation, analytic rigor, curiosity, and data-driven decision-making across an enterprise, progressing team members into new areas of responsibility, technical skills, and leadership.
Successful history of communicating complex analytic concepts to non-technical stakeholders and influencing executive-level decisions.
Experience presenting to industry forums, regulatory/public stakeholders, or community groups.
Preferred:
Experience collaborating with universities, research institutions, or higher-level learning organizations to incorporate best practices and emerging methodologies into enterprise analytics and decision support.
Direct experience with AI and ML in the Medicaid, Medicare and Marketplace markets.
