    Job Description:

    The CAPS Business Analyst – Onboarding and Support will report to a DECAL IT Manager. Under limited supervision, this position will process and maintain all onboarding and offboarding tasks for CAPS employees and contractors. This will include all required forms and paperwork, security requests, adds/removes/changes to be established and new accounts in multiple systems, and all related tasks associated with onboarding new hires and offboarding individuals as they leave DECAL/CAPS employment. This position is responsible for capturing, analyzing, and documenting all required onboarding access requests with their associative system owners and offboarding leaving employees with associative system owners. This position is responsible for ensuring CAPS program staff are in compliance with state, federal, and other security and access compliance. This position is responsible for maintaining all documentation regarding on- and offboarding of employees within DECAL/CAPS. This position supports current employees and the Support Team in analyzing and correcting access issues as they arise within various systems.

    Job Responsibilities:

    Process and maintain ownership of all onboarding and offboarding tasks related to employees within DECAL/CAPS.

     

    • Participating in, and in some cases may lead, business requirement gathering sessions with internal stakeholders, business vendors, and partner programs and agencies regarding access requirements.

    • Work with various business and technical units to create, modify, and maintain all documentation regarding accessing systems.

    • Evaluates and provides feedback on system access creation process with other vendors, programs, or agencies.

    • Manages role-based access for multiple applications.

    • Manages monthly, quarterly, or annual compliance and audit reviews of appropriate role-based access for multiple applications used by the CAPS program.

    • Ensures personally identifiable information and other sensitive information is only accessible by appropriate staff members.

    • Troubleshoots user access issues that arise via ticketing system and in coordination with appropriate internal or external application owner.

    • Uses sound judgment to respond appropriately to internal and external contacts.

    • Accurately and clearly conveys directives, assignments, instructions, and other information from management to other staff as directed.

    • Independently establishes and monitors deadlines to ensure timeliness of staff's responses to inquiries, complaints, and other issues.

    • Works with UAT and Support team to ensure access procedures and issues are resolved in a timely manner.

    • Coordinates with vendors and technical staff to ensure that systems access is consistent with, and in adherence to, program policies, laws, regulations, and best practice standards by users.

    • Develops and administers training, training documents, and user guidance for system changes, new systems, or significant changes to current systems.

    • Develops and documents business requirements and processes for users of new or upgraded system.

    • Assists with development of documentation for transition to new or upgraded systems.

    • Provides business user support and oversight statewide in the use of all data systems for the program.

    • Generate quarterly user account audits and work with partners to maintain an accurate record of all users as appropriate regarding terminations/resignations/transfers to other Agencies or roles.

    • Ensures that CAPS program staff are in compliance with state and federal security requirements.

    Agency Required Qualifications:

    Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over year.

    Agency Preferred Qualifications:

    Bachelor's degree in business or related field from an accredited college or university AND One year of experience related to the area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

     

    • Experience working with data systems and acting as a liaison between business users and technical staff.

    • Experience documenting business processes.

    • Experience working on multiple complex projects simultaneously.

    • Experience organizing and analyzing data to inform decision making.

    • Experience working with, and understanding, business functions and processes.

    • Knowledge of or experience with Georgia Gateway Integrated Eligibility System.

    • Advanced skills in Excel and other Microsoft Office applications.

    Technical Competencies:

    • Understanding business user needs, and ability to translate those needs to technical staff that are responsible for the access of data systems.

    • Understanding of how data systems interact.

    • Intermediate or advanced skills in Microsoft Word and Excel.

    • Ability to execute high quality customer service by anticipating customer needs, providing services accurately, in a respectful and timely manner, and establishing and maintaining effective contact and follow-through with customers.

    • Ability to develop and maintain positive work relationships.

    • Ability to collaborate and work effectively as a team member.

    • Excellent communication skills, both oral and written, and organizational skills.

    • Ability to organize and evaluate data to drive decision making.

    • Ability to collaborate with diverse communities and sensitivity to needs and concerns of various cultural groups.

    Physical Position Requirements:

    • Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.

    • The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.

    • Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection .

    • Full range of hand and finger motion for data entry purposes .
