Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.
The Louisiana Workforce Commission (LWC) is seeking an ORS Specialist to join the Office of Unemployment Insurance. This position will be responsible for auditing multiple claim types, paid and denied, for accuracy and compliance with State and Federal law and policy.
AN IDEAL CANDIDATE WILL POSSESS THE FOLLOWING COMPETENCIES:

Minimum Qualifications
Three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Assembles and analyzes evidence gathered which affects the claimants’ eligibility to determine if the claim was properly paid based off written law and policy. Pursues all potential issues beyond the agency minimal attempt requirements to a supportable conclusion. For each error identified, assigns responsibility, cause and cost to claimant, employer, or UI Trust Fund and if present reports programs deficiencies. Initiates formal corrective actions for all errors including monetary reconsiderations, wage overpayments, periods of eligibility and determination relative to separations, deductible income, availability and ability to work, and work search efforts. Evaluates prior agency and employer records to determine if assessed tax liability was accurate and in compliance with agency policy and state law. Requests corrective actions where errors and/or non-compliance are identified.
+ Audits employer payroll records to verify the accuracy and completeness of previously reported wage reports on the randomly selected claim. When appropriate, verifies employer records for any type of deductible income. Reconciles discrepancies of audited amounts. Reviews employers' personnel records concerning claimants work history and reason for separation to verify information previously obtained by the agency and to gather information about undetected eligibility issues or issues improperly addressed on current or prior claims or which could possibly affect future claims.
+ Conducts in-depth, open-ended interviews with sampled claimants to obtain detailed information about work history and eligibility status (reason for separation, deductible income, subsequent employment, availability for work, ability to work, and work search efforts.) Explores previously undetected eligibility issues to the extent necessary for verification.
+ Collects and analyzes all agency documents relative to randomly sampled UI claims paid and/or denied for compliance with state and federal UI law, agency and quality of work.
+ Prepares a summary of each case that includes pertinent facts of the case and the basis for any decision that an error was made. Coverts case information and conclusions to a coded data entry format for entry in USDOL data-base.
+ Presents evidence before Administrative Law Judge in agency fact-finding hearings and provides testimony and evidence in prosecution of fraud cases in civil court.
