The Office of Workforce Development (OWD)is a key division of Louisiana Works, managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.
This Workforce Development Specialist 4 serves as a program expert for the Office of Workforce Development (OWD) Rapid Response program and Mobile Workforce Center (MWC) activities and events.
Minimum Qualifications
Six years of experience in workforce development, administrative services, or social services; OR
Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR
A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR
A master's degree plus two years of experience in workforce development, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Provide expert Rapid Response and other OWD expert services onsite and aboard the MWC unit(s).
+ Ensure program-specific compliance with applicable federal and state laws, mandates, policies, precedents, instructions, and guidelines.
+ Serves as an MWC staff expert, assisting employers and partners with coordination and logistical needs.
+ Assist with scheduling and logistical coordination of MWC activities and events, including marketing materials in conjunction with OWD Public Relations, on-site orientations, and job fairs.
+ Enter, track, and maintain accurate data in state systems (HiRE) for event activity, attendance, and follow-up services.
+ Develop and/or recommend comprehensive solutions that meet the needs of our customers.
+ Work collaboratively with Mobile Equipment Operator (s) to maintain and service vehicles as needed (schedule cleanings, order supplies, refuel, tire pressure, fluid checks, etc.).
+ When not involved in Rapid Response activities, the incumbent will also be responsible for providing expert professional services as needed to other OWD programs, including the Trade Adjustment Assistance (TAA) Program and Youth Employment.
+ Other duties as assigned. Up to 85% in and out-of-state travel may be possible.
