We have an outstanding career opportunity for aProject Civil Engineerto join a leading Company located in theO'ahu, HIsurrounding area.
Salary: $90,000 - $120,000
US Citizenship is required.
The Project Engineer - Utilities & Heavy Civil will support the planning, coordination, and delivery of underground utilities and civil infrastructure, including water, sewer, storm drainage, electrical, fuel, roadways, and site development. The role balances field engagement with office-based engineering support, ensuring construction teams are backed with technical expertise, accurate documentation, and NAVFAC compliance.
Responsibilities :
+ Engineering & Documentation
+ Prepare, review, and track shop drawings, submittals, and RFIs for utility and civil scope s.
+ Maintain accurate as-built drawings and ensure design documents meet NAVFAC standards.
+ Verify compliance with project specifications, safety requirements, and federal regulations.
+ Field Support & Coordination
+ Provide daily support to superintendents for trenching, backfilling, pipe installation, paving, and site development.
+ Coordinate tie-ins and system connections , minimizing disruption across multiple scopes.
+ Serve as point of contact for utilities and civil packages, ensuring alignment among subcontractors, consultants, inspectors, and Navy stakeholders.
+ Quality Control & Testing
+ Oversee and document testing: hydrostatic, chlorination, CCTV, pressure, compaction, and pavement inspections.
+ Enforce OSHA and EM 385-1-1 safety standards for trenching, confined space, and excavation.
+ Ensure compliance with the three-phase QC process for federal construction.
+ Project Controls & Scheduling
+ Track costs, schedules, productivity, and procurement of pipe, fittings, aggregates, and equipment.
+ Update schedules in Primavera P6 or MS Project, identifying risks and supporting recovery strategies.
+ Prepare daily reports, progress logs, and compliance documentatio n.
Basic Hiring Criteria :
+ Bachelor's degree in Civil Engineering, Construction Management, or related field.
+ Minimum 6 years of experience in utilities or heavy civil infrastructure on large-scale projects.
+ U.S. citizenship and the ability to obtain base access are required.
+ Proven knowledge of underground utilities, site development, and civil construction.
+ Federal project experience (NAVFAC/USACE) and EM 385-1-1 familiarity strongly preferred.
+ Proficiency with Microsoft Office and Bluebeam; Primavera P6 or MS Project experience is a plus.
+ Strong organizational, problem-solving, and communication skills.
