Position Summary Information
General Summary
TheManager, CIP Project & Program Controlsprovides direction, plans, and leads the activities of the Capital Improvements Program ( CIP ) Project Controls section and is responsible to develop and manage multi-year projects and programs and other appropriate CIP budget activities for the approval and adoption by the Commission.
Essential Functions
+ Manages the development and communication of capital project information (budget, costs, schedules) to all internal and external stakeholders
+ Oversees implementation and project delivery of CIP in coordination with appropriate divisions and adjusts CIP as needed
+ Responsible for the development of the Capital Improvement Program and setting master schedule and cost baselines for project tracking
+ Oversees resource loading in master schedule to optimize resource allocation as needed
+ Establishes and monitors capital program goals to align with WSSC Water’s strategic objectives
+ Responsible for developing and maintaining standard operating procedures for the business processes for CIP development and project control
+ Responsible for the management and reporting of CIP performance to senior leadership, Commissioners, and elected officials using industry-proven project management tools
+ Responsible for developing all internal and external CIP budget presentations and coordinates the submission of the annual CIP budget with all appropriate departments and divisions
+ Plans, directs, and administers the work of the CIP Project Controls and Implementation Section
+ Determines program goals, both long and short-term, and determines potential changes in functions and programs which affect funding, staffing, acquisition of equipment and materials and other resources
+ Participates in various community outreach events, including presentations to the public-at-large, elected officials, and various organizations and groups
+ Facilitates collaboration between the CIP Project Controls Division with various WSSC Water divisions, departments and offices in the execution of the Commission’s mission, strategies, and objective
+ Directs the management and administration of State and Federal grants related to CIP projects, including representation in the external funding work group, and the grant application process
+ Directs development, implementation, maintenance, training, and utilization of project management information systems to track and report all CIP project performance and provide reports to project managers and leadership
+ Develops and maintains dashboards and visual tools to showcase key performance indicators (KPIs) for capital projects, including tracking project progress and performance to ensure adherence to budget and schedule baselines
+ Responsible for full lifecycle construction project cost estimating and the development and maintenance of project cost estimating standards
+ Monitors funding opportunities, including grants and loans, for water and wastewater capital projects while supporting the application process for funding opportunities to secure resources for engineering and construction initiatives
+ Manages consultants involved in project planning, execution, and reporting
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Drives a vehicle to conduct WSSC Water business

+ Serves as acting division manager when so designated
+ Performs related duties, as assigned

Required Knowledge, Skills, And Abilities
+ The Manager has considerable independence in decision making and administration within the CIP Project & Program Controls with general guidance provided by the Asset Management Division Manager or Deputy Chief Engineer
+ Strong program planning, creative problem-solving, and advanced technical skills to support the achievement of WSSC Water’s capital program goals in a highly diverse and dynamic service area
+ Comprehensive knowledge of the principles and practices of project management and associated organizational management systems
+ Thorough knowledge of the principles and practices of budget and multi-year program development and planning, supplemented by a thorough working knowledge of the Commission objectives and the operational practices of its various departments and divisions
+ Strong analytical, planning and organizational skills, including the ability to set baselines, track performance, and adjust plans as needed
+ Creative thinking and innovation to improve the CIP process and solve complex challenges
+ Strong leadership and interpersonal skills and ability to work with others in a positive and collaborative manner
+ Exceptional written and verbal communication skills to convey concise and comprehensive project insights to diverse audiences
+ Familiarity with capital improvement programs and funding processes
+ Ability to organize and lead cross-functional project teams
+ Working knowledge of and propensity to employ industry best practices in project management
+ Working knowledge of enterprise project tracking solutions that include real time critical management data such as project phases, milestones, financials, and inter-dependencies
+ Ability to manage consultants and cross-functional teams effectively and/or oversee staff as assigned
+ Advanced knowledge of and experience with the use of Microsoft Office products
+ Proficiency in enterprise solutions for project and program management (e.g., Primavera, MS Project, or similar tools)
+ Advanced skills in developing dashboards and visual reports for tracking KPIs
+ Excellent research and analysis skills to identify funding opportunities and assess project performance.
Minimum Education, Experience Requirements
+ Bachelor’s degree
+ 7+ years’ experience in CIP project management and program budget planning and development
+ 3+ years of management experience that includes employee supervision
Additional Requirements
+ Possession of a valid driver’s license, with no more than 4 points, and the ability to obtainand maintain a WSSC Water driver’s permit within 90 days of hire or transfer
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ Management experience with a substantial case load of engineering and construction contracts and task orders
+ Background in public utilities or large-scale infrastructure projects
+ Working knowledge of the annual CIP budgeting, tracking and approval process for water utilities and/or local governments
+ Experience leading change, driving business transformation and inspiring teams
+ PMP certification
Salary$131,858 - $224,515
