Custom Job Purpose:
This position exists to provide lead work to administer the School Board#s family and medical leave program and other medical leave(s) benefits, including but not limited to, Family and Medical Leave Act, medical leave, parental leave, and sick leave donation, as established by Board policy and bargaining unit contracts, disability benefit applications, insurance billing during leave(s) of absence, and other associated insurance changes. This position also works closely with the district#s human resources and payroll staff to account for leave benefits, including the sick leave bank committee, and referrals for compliance with the American with Disabilities Act (ADA). Also responsible for other similar leave benefits (including leaves related to COVID-19).
Essential Functions of this Job
Establishes procedures, tasks, and workflow to administer the District#s medical leave program(s) and benefits.
Maintains up to date on federal legislation surrounding the Family and Medical Leave Act, and other federal laws governing administration of the program. This would include Florida laws or other applicable legislative action affecting employee leave benefits.
Responsible for supervising daily work and developing training and procedures for the work of a Sr. Technician and a leave clerk assigned to provide customer service surrounding leave of absence requests benefit procedures (enrolling, status changes, terminations and entry level benefit administration tasks).
Provide guidance to employees regarding various types of leave, answering questions concerning deductions from pay related to absences, return-to-work dates, interpretation of contract language and/or district policies and procedures, and other related inquiries.
Work closely with workers# compensation staff, retirement staff, payroll and human resources staff to address questions/issues, address transitions for employees and referrals at the end of leave benefits.
Process and monitor long-term absences; determine eligibility according to established guidelines for various leave program(s) and provide employees with timely notices.
Work with Sr. Manager and Director on tasks for open enrollment, including up-to-date lists of employees on a leave of absence.
Serves as a resource for future automation planning, including direct billing with Benefitfocus, Kronos time-keeping or other leaves of absence software.
Responsible for insurance billing processing during leaves of absence, including setting grace periods, processing terminations during non-payment.
Monitors contract renewals, purchase orders, and other Board actions for any services related to leave(s) of absence resources.
Reviews and provides input on any contractual language change surrounding medical leave(s) of absence, including any change(s) or update(s) to Board policies.
Works closely with SAP ERP system programmers as to programming impacting medical leaves.

Knowledge, Skills and Abilities:
Knowledge of Family and Medical Leave Act (FMLA), and a basic understanding of the Americans with Disability Act (ADA). Willingness to provide outstanding customer service and positive interpersonal and communication skills. Ability to maintain confidentiality regarding records, information, and District documents. Strong computer skills and literacy with Microsoft software. Ability to communicate effectively, with a variety of audiences, orally and in writing, including electronic media. Ability to gather, review, analyze and evaluate bargaining unit contracts, and Board policies. Ability to plan, coordinate and organize work assignments. Willingness to apply knowledge and skills in a collaborative setting. Bilingual/biliterate preferred.
Education, Experience and/or Certification/License Requirements
Graduation from an accredited college or university with a Bachelor's degree in Business, Human Resources, or an Associate#s Degree in Business, Office Administration ore related field of study. Must possess strong organizational, analytical and problem-solving skills. Must be able to prioritize among multiple tasks, be detail oriented and able to work independently and productively. A combination of education, related experience specific to employee benefit programs, and/or professional credentials in human resources, leave administration or employee benefits (PHR, CEBS, CLMS, SHRM-CP) may fulfill the minimum requirements of this position. Two years' experience with human resources or leave administration is preferred.
Work Context:
Requires some sitting and standing, walking, and moving about to coordinate work. Requires the use of alternative communication systems, such as electronic mail, telephones, and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires face-to-face discussions and contact with individuals and/or teams. Requires work with internal and external contacts, and with the public.
Physical Environment:
Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
