STATE PROFILE SUMMARY: Under supervision, may plan, organize, or coordinate the activities of an assigned program. Learns to review, monitor and ensure compliance with assigned program area's policies and procedures.
JOB RESPONSIBILITIES: Under the supervision of the DBE Program Manager, review and analyze documents submitted by DBE applicants to determine if firms meet the eligibility criteria in line with 49 CFR, part 26 to be approved as a Disadvantaged Business Enterprise, (DBE).
Upon receipt of an application for DBE certification consideration, the coordinator evaluates the submittals in comparison to a checklist. The coordinator follows up with owner(s) of the firm preferably via email. The coordinator requests for any missing and/or additional relevant documentation based on the initial analysis. The coordinator schedules and conducts an on-site inspection of the applicant’s facility. The coordinator researches and investigates the firm’s history and owner’s ability to control the firm. The coordinator reviews applicant’s financial records to determine if applicant and firm are within the federal threshold as regards to Personal Financial Net Worth and Gross Receipts cap. The coordinator must be able to form an opinion based on the record(s) and facts collected during the on-site and researches of the firm. Opinion must be related to the firm’s gross receipts, the applicant’s real ownership interest, control of the firm’s operations and the majority owner’s personal net worth upon which the DBE application relies for certification. The coordinator must be able to clearly and concisely articulate his/her opinion/recommendation in writing and substantiated by facts. The coordinator is expected to be unbiased, professional, friendly, responsive and tactful with all customers at all times.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
• High school diploma or GED AND Two years of related experience.
• Note: Some positions may require a valid driver's license.
AGENCY SPECIFIC QUALIFICATIONS:
• Bachelor's degree in a related field from an accredited college or university
• OR Associate's degree in a related field from an accredited college or university AND One year of related experience
• Possess basic math skills to evaluate financial statements from candidates applying for certification.
• Ability to read and understand complex financial data, such as personal and business tax documents, personal financial statements, stock, investment and insurance materials.
• Ability to make sound and well-informed decisions and evaluate information to determine its accuracy and relevance while on a project.
• Ability to organize own work, set priorities, determines objectives and strategies to achieve desired end.
• Ability to operate independently and effectively in a fast-paced environment.
• Ability to use a computer to work more efficiently and improve work processes; to be open to new changes and procedures.
• Experience as a team player, trustworthy and able to work with others to achieve goals.
• Displays high level of initiative, effort and commitment toward completing assignments in a timely manner.
• Displays high standard of ethical conduct.
• Ability to consistently deliver results, reports and other requested data on time and within budget.
• Committed to providing quality customer service.
• Demonstrated ability to write clearly, concisely and distinctly.
AGENCY PREFERRED QUALIFICATIONS:
• Possesses working knowledge of applicable State and Federal laws and guidelines governing the DBE/ACDBE certification requirements

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.
Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
