_This role requires living in the Pacific Time Zone_
+ Partner with stakeholders in the region including Operations, Transportation, Maintenance, Facility Managers, General Managers, Regional Managers to understand and optimize Supplies purchase requirements.
+ Collaborate with Inventory Planner and site requisitioners to secure supplies forecasts to ensure full truck load orders and delivery from plants instead of warehouse to optimize cost.
+ Consolidate regional requirements and establish a purchasing rhythm to ensure ongoing and timely availability of Supplies.
+ Ensure adoption of best procurement practices within the region including the use of preferred suppliers, contract suppliers, and catalog suppliers when applicable.
+ Work within the region to aggregate requirements, optimize buys, and maximize the use of our internal transportation capabilities.
+ Understand and apply the principles of negotiations within the region including timing, leverage, and market forces.
+ Understand and apply multiple value levers across the supply base including substitution, demand planning, cost analysis, and competitive tension.
+ Develop, execute and report on Supplies cost savings plans for assigned region to help deliver overall Procurement Savings target.
+ Lead or participate in multi-stage negotiations within the region or nationally as needed.
+ Provide counsel and expertise in the region on Clean Earth Purchase Order terms, contract terms, and Procurement vendor relationship dynamics.
+ With support and direction from Corporate Procurement, work closely with the field functions to ensure the procure-to-pay process works effectively in the region in collaboration with other Regional Buyers.
+ Understand, comply with, and enforce Oracle Purchase Order and contract rules and limits within the Delegation of Authority (DOA) matrix.
+ Resolve Purchasing and Vendor relationship issues within your region using your skills, training, and experience. Share learning with and learn from other Regions.
+ Serve as escalation point and liaison for Site Managers, General Managers, ROD (Regional Operations Directors) and vendor contacts when required.
+ Identify and facilitate high performing Supplies vendors (price, capacity, quality, delivery, etc.) within the region for inclusion in National or Corporate relationships.
+ Identify low performing Supplies vendors (price, capacity, quality, deliver, etc.) within the region for escalation to Regional and Corporate leaders.
+ Provide support and partner with Clean Earth Sourcing leaders and Regional Procurement Coordinators to negotiate favorable contract terms, conditions, and pricing.
+ Comply with and maintain all required records, documents, and justifications in accordance with best practice and regulatory requirements
+ Represent the region at vendor Quarterly Business Reviews (QBR’s), P&L calls, and cross-functional meetings as required
+ Perform other reasonably related tasks as assigned by management.
Basic Required Qualifications:
+ Minimum of Associate Degree or equivalent in a business or related field. This requirement can be waived for candidates with GED certificate with more than 3 years or more experience.
+ Minimum 2 years of experience in a procurement or related function with requisitions, purchase orders, vendor or contract management may substitute for a bachelor’s degree.
+ Experience negotiating, directing, and collaborating with external vendors
+ Experience with (or exposure to) Strategic Sourcing Methodologies
+ Pricing analysis, cost analysis or data management experience
+ Understanding or ability to rapidly learn the fundamentals of Plant operations and requirements in a typical waste management and/or 10-day facility.
+ Ability to work standard office hours and occasional overtime when necessary
+ Ability to support stakeholders, internal customers, vendors throughout a region
+ Basic office skills to include use of Excel, Teams, Word, PowerPoint, Outlook.
+ Ability to discretely maintain confidential commercial information.
Preferred Qualifications:
+ Previous experience in Waste Management Operations.
+ Good negotiation skills and ability to firmly represent Clean Earth to vendors
+ Analytical ability to look beyond price into cost drivers, freight, tax, cost-of-quality, and on-time delivery metrics to drive the best decisions for the business
+ Ability to prioritize multiple requests and tasks from different parties and manage immediate tactical success with weekly, monthly, quarterly and annual goals.
+ Good written and verbal communication skills in English to communicate clearly and effectively with vendors and senior leaders.
+ Ability to lead peers and influence field stakeholders without formal authority
+ Experience managing competing priorities (Data, system, customer, vendor, executives)
+ Self-motivated with an ability to work independently in a region.
+ Willingness and ability to travel occasionally via commercial airline, automobile, and other public transportation (up to 10% travel). Travel should primarily occur within the region, but an occasional trip to HQ or a vendor may occur.
+ Experience using an enterprise procurement system (e.g., Coupa, Oracle, SAP, etc.)
+ Experience collaborating across functional boundaries (Ops, A/P, logistics, etc.)
