This Project Manager position provides expertise and hands-on assistance to the Transmission Project Management (TEP) organization, which executes and delivers most of the BPA’s Transmission Capital Projects. The position will manage the integration and execution of assigned Transmission capital projects, such as telecommunication projects along with Non-Electric Facilities (NEF), and Security expense/capital projects. This is an emerging area for TEP, with a focus on workload planning and integration in conjunction with the transmission capital project process. While this position will be funded through the TEP organization, the position may also provide support to the multiple TEP tier 4 organizations, TEPF (PMO Telecommunications, Facilities, & Security), TEPL (PMO Lines), and TEPS (PMO Subs).
Responsibilities
+ Plan, initiate, and facilitate Transmission projects from inception to conclusion in accordance with established project management principles and standards.
+ Facilitate complex, large-sized, multi-year projects, providing monthly project status updates for Senior Management.
+ Coordinate projects from the Scoping Phase through documented Close Out procedures.
+ Assist management with implementing project tasks daily, ensuring adherence to time, budget, schedule, and quality standards.
+ Provide updates and findings to management, coordinate activities for designated projects, and verify project goals or objectives are achieved within prescribed time frames and funding parameters.
+ Recommend project expectations, approaches, roadmaps, work plans, and deliverables to facilitate project tasks and activities.
+ Issue project status reports regularly or as requested, and collaborate with management to define frequency and content of reports.
+ Coordinate and guide other Project Managers for large projects managing sub-projects, drafting monthly executive summary reports.
+ Interact and collaborate with external stakeholders, navigate complex business relationships, and resolve resource allocation issues.
+ Forecast and recommend appropriate project resources to fulfill project needs.
+ Organize, coordinate, and facilitate the work of project teams, serving as liaison between business and technical aspects.
+ Facilitate resolution of conflicting priorities and requirements, and assist in building effective project teams.
+ Support the project management process, schedule and facilitate team meetings, and coordinate activities of sub-teams.
+ Facilitate project 'kick-off' meetings and validate approval/buy-in of project plans.
+ Draft project plans, resource strategies, and funding estimates.
+ Monitor project progress, track timelines, milestones, and targets, and provide corrective action recommendations.
+ Participate in group-level project manager meetings and assist in planning and building high voltage substations.
+ Facilitate NEPA review, land rights review, access road planning, and design/construction activities.
+ Engage with business to understand needs, identify dependencies, and deploy solutions.
+ Maintain consistent communication with project sponsors, performance managers, and clients.
+ Prepare, estimate, recommend, and monitor project budgets.
+ Take a proactive stance on risk management, developing contingency plans.
+ Conduct project postmortems and create recommendations reports.
+ Organize site visits as necessary, requiring overnight travel.
+ Facilitate sponsor and team communications, meeting management, and transition projects to other managers if needed.
+ Provide technical input, options, and recommendations to facilitate project decision-making.
+ Maintain records and documentation in compliance with security and governance standards.
Qualifications
+ A master’s degree is preferred. Bachelor’s degree in engineering, project management, business administration, computer science, or
+ other closely related technical fields are preferred
+ 10 years of experience is required with an applicable bachelor’s degree.
+ 12 years of experience is required with bachelor’s degree not in applicable fields.
+ 14 years direct work experience is required with no Degree.
+ 5 years of demonstrated project management experience on projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans
+ Experience accurately assessing and estimating project costs.
+ Experience writing and understanding functional and technical specifications
+ Experience with developing project schedule timelines to reflect major tasks (planning, design, procurement, construction, testing).
+ Experience with SharePoint or similar program.
+ Experience with Visio or similar program
+ Experience with MS Project or similar program
Pay and Benefits
The pay range for this position is $65.00 - $70.00/hr.
