    Within and created at the same time as CUNY SPS, the Office of Innovative Learning Solutions (ILS) designs custom workplace learning programs to help organizations achieve their goals. We are experts in research-based learning practices, online as well as in-classroom curriculum development and implementation. We are uniquely positioned to respond to organizational learning needs and support change management initiatives swiftly and effectively.

     

    CUNY School of Professional Studies Office of Innovative Learning Solutions (CUNY SPS ILS) will provide support to the Mayor’s Office for Economic Opportunity (NYC Opportunity)’s behavioral and human-centered design capacity building for New York City government and CUNY partners. This will include contracting with up to two qualified providers to deliver behavioral design and human-centered design services that build the capacity of City agencies and CUNY to design, test, and implement innovative approaches that improve government service delivery focused on anti-poverty approaches.

     

    We are seeking an experienced and highly organized Senior Program Manager to lead the management of this program and all activities of the contracted vendors.

     

    Please note: This position will begin as a temporary full-time role for the first six months and will transition to a Part-Time A position through June 2026.

    Other Duties

    Reporting to the Senior Program Director, the Senior Program Manager will:

    + Assist in the development of annual contracts with selected provider vendors of behavioral and human-centered design services including number of projects, scopes of work and deliverables

    + Execute and manage vendor agreements in accordance with Research Foundation and CUNY SPS ILS policies

    + Partner with NYC Opportunity to support day-to-day vendor management, including budgeting, invoicing, and ensuring compliance with City requirements

    + Develop and implement project management techniques to track project deliverables; provide regular updates to NYC Opportunity

    + Facilitate regular communication among CUNY SPS ILS, NYC Opportunity, vendors, and other relevant stakeholders to ensure alignment with project objectives and timelines

    + Other duties as assigned

    Qualifications

    + 5+ years of experience in program or project management

    + Bachelor’s degree in Instructional Design, Education, Project Management, or related field preferred

    + Proven experience managing vendor relationships and outsourced development projects

    Preferred Qualification:

    + Strong relationship management skills for working effectively with both external and internal partners and stakeholders

    + Ability to engage in innovative and creative problem solving

    + Excellent oral and written communication skills, interpersonal skills and demonstrated ability to interact professionally and build capacity among colleagues from culturally diverse backgrounds and in different project settings

    + Strong writing skills needed to review and produce clear and concise materials

    + Demonstrated experience managing external vendors

    + Demonstrated experience managing budgets of $1-2M including drafting personnel and OTPS expenses, and performing monthly reconciliations to actual expenses

    + Ability to work independently and collaboratively in a fast-paced, demanding, and complex work environment, with the ability to carry out complex assignments and adapt to changing situations and priorities

    + Strong computer skills and knowledge of Microsoft Office (Word, Excel)

    + Experience managing the development of online or eLearning courses, a plus

    + Demonstrated ability to lead a team of professionals to provide excellent service and high-quality results

    + Knowledge of governmental operations, and /or not-for-profit programming, a plus

These functions include legal assessment and signing of agreements where RFCUNY is named as a fiscal agent; setting up award accounts; preparing sub-awards and assisting PIs in monitoring the work of the recipients of sub-awards; supporting project directors with hiring and managing research project and sponsored program staff; supporting the purchasing and paying for goods and services with grant and program funds; managing financial aspects of projects including accounts receivable, financial reporting, invoicing, budget monitoring, and cost compliance with uniform guidance; ensuring that sponsor financial requirements are met; monitoring compliance with applicable project and financial management rules and laws; supporting the management of independent and external audits and financial reviews; and providing data, information, management expertise, and other supports to CUNY’s research and sponsored programs.
