    Northrop Grumman Defense Systems in Northridge, CA. is currently seeking a **Cost Account Manager (CAM)/Aeronautical (Project) Engineer Level 3 or 4** .

     

    The CAM is responsible for planning, budgeting, executing and progress reporting for the SiAW Airframe Integrated Product Team (IPT). The primary goal is the development of Advanced Weapons. The CAM has a responsibility that comprises cost and schedule management for the engineering work scope and weekly interface with the Program Manager, Chief Engineer, System Architect, other engineering functions, as well as the customer.

     

    The Aeronautical (Project) Engineer is responsible for any other planning, process improvements, execution and progression of drawing releases utilizing Creo and/or EPLM. They will also be in close communication with the Airframe IPTL and ensure communication is done between program, management, and other engineering functions. They will also track metrics, including a drawing burndown plan and staffing projections, and provide feedback on improvements that can help train new and current hires.

    Job Responsibilities:

    + Full ownership for all Scope, Schedule, and Budget within assigned Control Account.

    + Work with Functional Managers to secure staff/resources.

    + Detail plan and execute the Control Account work scope.

    + Review Integrated Master Schedule (IMS) with Program Manager.

    + Report schedule status as required by the programs business rhythm.

    + Perform an Earned Value Assessment and Variance Analysis Report (VAR) Monthly.

    + Review the Control Account Plan.

    + Review and approve the Work Authorization Document (WAD).

    + Approve all changes to the control account(s) (includes baseline and forecast, such as changes to the estimate to complete [ETCCAP) to ensure time-phasing in the reporting database aligns with the IMS]).

    + Determine engineering tasks required for project planning and execution, communicate milestones and need dates to program leads.

    + Make recommendations for improving own work and/or group’s work.

    + Communicating with suppliers and customers to exchange technical information.

    + Coordinate with supply chain regarding supplier changes, cost reductions, process improvements, and changing suppliers.

    + Coordinate with manufacturing regarding design and process improvements.

    + Collaborating with other functional areas on various aspects of product design/documentation, including procurement, production, logistics, or configuration management.

    + Collaborating with analysis teams who are responsible for performing mass properties, structural, thermal, and materials/processes reports.

    + Assist team to develop/document best practices and mentor less experienced engineers.

    + Support test program under project team direction for design, fabrication, integration, and verification.

    + Support generation and execution of presentation materials for various reviews required throughout the design process.

    + Work with procurement to ensure hardware and expendables are delivered to enable project execution.

    + Tracking & reporting task status.

    Basic Qualifications for a Level 3 are:

    + Bachelor of Science (BS) degree in a relevant STEM (Science, Technology, Engineering or Mathematics) discipline and 5 years of experience in Engineering, Finance, Project Management, or related technical fields, OR Master of Science (MS) degree in a relevant STEM discipline and 3 years of experience, OR a PhD in a STEM discipline and 1 year of related engineering experience.

    Basic Qualifications for a level 4 are:

    + Bachelor of Science (BS) degree in a relevant STEM (Science, Technology, Engineering or Mathematics) discipline and 8 years of related engineering experience; OR Master of Science (MS) degree in a relevant STEM discipline and 6 years of related engineering experience; OR a PhD in a STEM discipline and 3 years of related engineering experience.

    + Risk and Opportunity Management experience.

    + Knowledge of Earned Value Management (EVM).

    + Experience measuring software development progress against baseline estimates.

    + Experience directing software development teams.

    + Experience in software development, integration, and test.

    + Self-motivated and able to work productively and independently in a fast-paced environment.

    + Team player with a strong work ethic and initiative to perform in a cross functional team.

    + Good attention to detail, follow-through, and time-management skills.

    + Demonstrated good verbal/written communication skills & proactive inter-personal initiative.

    + US Citizenship.

    + Ability to obtain/maintain a DoD Secret Clearance.

    + Ability to work onsite in Northridge, CA

    Preferred Qualifications are:

    + Cost Account Management (CAM) certification / experience

    + Experience in Earned Value Management System

    + Experience with Jira and agile development

    + Experience developing cost and schedule estimates for development of DoD

    + Experience resolving NCs designing to Geometric Dimensioning and Tolerancing (GD&T) standards and generating tolerance stack up analysis.

    + Experience designing primary and secondary composite aircraft parts/components, assemblies, and installations.

    + Experience designing for MIL-STD-810 testing requirements.

    + Proficiency in Creo, Siemens NX, and Teamcenter

    + Experience working in or providing engineering support to manufacturing or test/evaluation, particularly for DoD projects

    + Knowledge of engineering life cycle

    + Knowledgeable in systems engineering approach to ensure program requirements are met

    + Familiar with proactive risk management techniques, such as risk registers and failure modes, effects and criticality analysis (FMECA)

    + Ability to analyze test data from a typical high-speed direct connect test to assess engine performance

    + Experience managing cost accounts of $10M+ annually in labor

    + Active DoD Secret Clearance

     

    Salary Range 3: $110,300.00 – $165,500.00

     

    Salary Range 4: $137,400.00 – $206,000.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
