    Position Summary

    This position is responsible for overseeing the day-to-day operations and supervising the security personnel related to Duvall Residential Center (DRC). This position is responsible for the overall security and supervision of up to 350 residents, the facility and its immediate surroundings. Reviews and investigates all criminal matters related to the facility, both internal and external, as well as staff impropriety and criminal activity conducted by residents inside the facility. This position has wide latitude to make decisions related to public safety, team-member safety, client safety and accountability for records management, maintenance and retention, and administrative services. The incumbent has a wide range of discretion on matters such as hiring and terminations that deviate from standards as established within the appropriate policies, procedures and laws. Incumbent must effectively identify and evaluate available data to exercise sound judgment when evaluating requirements, productivity of team-members and cost effectiveness of programs. Errors in judgment could cause irreparable consequences and lost work hours to the agency. The incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Incumbent will provide input to the manager in agency-wide decision making and will provide assistance in the absence of the Division Manager. The incumbent in this position is required to be on-call 24-hours a day, seven (7) days a week with a rotating schedule of weekends and holidays as scheduled. Position reports to the Manager, Residential Supervision.

    Position Responsibilities

    + Responsible for the daily supervision and performance of assigned team-members

    + Assists in personnel matters such as recruitment, promotion, and disciplinary processes

    + Drafts, reviews, implements, updates, and enforces agency policies, procedures, and standards

    + Reviews and investigates all criminal or improper activities conducted by residents, MCCC staff, vendors, and service providers working within DRC

    + Maintains crisis intervention training and de-escalation skills in interactions with team-member and clients

    + Responsible for ensuring policies and procedures are properly enforced and are consistent with all federal, state, and local laws and regulations

    + Responsible for ensuring emergency plans are in place and that team-members are adequately trained

    + Ensures internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, analysis of information, citizen, and client complaints or grievances

    + Serves as the liaison in responding to questions, problems, and concerns of other agencies and divisions, courts, vendors, community individuals, programs, and agencies

    + Prepares statistical data and reports to summarize and evaluate program performance

    + Attends court hearings as needed

    + Contributes to the strategic direction of the agency

    + Responsible for assisting with the development of short and long-term management of its logistical operations and resources.

    + Ensures the implementation and adherence to evidence-based practices for community corrections, including vendors

    + Ensures the implementation of Continuous Quality Improvement processes and plans for Community Corrections

    + Helps in preparing current and future needs assessments regarding efficient staffing levels and performance of team-members and contractors

    + Assist in development of policies, procedures, and grant reports for the agency

    + Confidentiality is to be maintained at all times

    Qualifications

    Associate degree in Criminal Justice or a related field with two (2) years of experience in the criminal justice system. An equivalent combination of education, training, and experience required, in the absence of a degree. Successful completion of all trainings and no current disciplinary actions or work plans. Ability to communicate effectively both orally and in writing. Requires knowledge in leadership, management, personnel and process performance measurement, investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, and training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to residents, others, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Must have and maintain a valid driver’s license.

     

    Preferred Job Requirements and Qualifications

     

    Bachelor’s degree in Criminal Justice or a related field with one (1) year of experience in the criminal justice system. Successful completion of all trainings and no current disciplinary actions or work plans. Ability to communicate effectively both orally and in writing. Requires knowledge in leadership, management, personnel and process performance measurement, investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, and training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to residents, others, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Must have and maintain a valid driver’s license.

     

    Independent Judgment

     

    The incumbent has a wide latitude to make decisions related to public safety, staff safety, combined with offender safety and accountability to records management, maintenance and retention; dissemination of customer information and administrative services. The incumbent operates within wide range of discretion on matters such as hiring/firing and deviations from standards as established within the appropriate policies, procedures and laws under their control. Ability to effectively identify and evaluate available data and to exercise sound judgment when evaluating requirements, productivity of staff, and cost effectiveness of programs. Errors in judgment could cause embarrassment, injury and loss of work hours to the agency. Freedom to use judgment while assisting in policy formulation and in all types of negotiations.
