    # Project Overview:

    Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower’s Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier, and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power.

     

    Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades.

    # Job Summary:

    Helps lead the project controls cost team in reporting to management and various internal/external stakeholders on progress and performance for the project. The position will support the team in creating, planning, and facilitating review and approval of project cost reporting.

    # Major Responsibilities:

    + Provides comments and recommendations for cost engineering requirements.

    + Coordinates the development, multi-discipline inputs, checking, reviews, and approvals of the Project Financial Status Report (PFSR) and related financial processes, as needed.

    + Prepares detailed staffing plans for cost engineering activities.

    + Reviews or assists in reviewing change proposal provisions related to cost and material control and develops supporting data for contract negotiations.

    + Identifies trends and supports the change control program.

    + Interfaces with designated Bechtel management and client counterparts for cost presentations.

    + Prepares and presents cost engineering information.

    + Participates in developing and presenting training classes and on-the-job training for cost related processes and practices.

    + Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.

    + Coordinates information input into studies. Evaluates study results and recommends conclusions for project team consideration and discussion.

    + Reviews and analyzes comparisons of scope, quantities, performance and cost data.

    + Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.

    + Supervises and supports the compilation of historical data.

    + Develops timely and competent trend cost estimates.

    + Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk.

    + Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and control.

    + Assists in developing unit job hour and pricing data, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of Bechtel, project and industry experience.

    + Performs data analysis, identifies issues, and makes recommendations.

    + Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction.

    + Reviews labor estimates for reasonableness.

    + Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.

    + Supports the timely and competent performance of cost control activities.

    + Supports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.

    # Education and Experience Requirements:

    + Bachelor’s degree from an accredited university and at least 10 years of experience, or in lieu of a degree, a high school diploma or equivalent and at least 14 years of relevant experience.

    + Must be a US Citizen or Permanent Resident.

    + Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment, education, and travel.

    # Required Knowledge and Skills:

    + Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.

    + Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge.

    + Skilled in oral and written communication.

    + Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.

    + Advanced proficiency with Microsoft Excel data analysis functions.

    + Experience in Project Controls with an advanced level understanding of Project Controls general technical skills and tools.
