Summary Statement
The Parks Superintendent / Senior Manager plans, organizes, and manages a large and diverse system of public parks, open spaces, and recreational facilities. This position oversees operations, maintenance, and infrastructure development to ensure high-quality, safe, and accessible spaces for the community. The role ensures that resources are effectively allocated to support ongoing operations and future improvements, aligning with departmental goals and community needs. Work is performed under administrative direction with significant responsibility for strategic planning, staff leadership, and program delivery.
This position is designated as At-Will.
Essential Functions
+ Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
+ Directs operational, financial, and personnel activities of the Parks Division. Plans, manages, coordinates, supervises, evaluates and implements short and long term work plans for the operation of parks, and facilities. Guides, develops, and implements Parks unit policies and procedures. Develops, implements, and supervises best management practices. Visits, inspects and evaluates system development, operations, and maintenance activities to ensure public safety issues and departmental liability concerns are addressed proactively.
+ Manages the division’s budget and establishes annual operating and major repair and maintenance budgets. Oversees the Department’s Capital Improvement Plan including the Impact Fee plan. Anticipates long range equipment purchases, budget allocations, and cost effective long-term procurements.
+ Conducts and attends meetings and planning sessions. Conducts presentations for stakeholders and conducts interviews with the press. Cultivates partnerships regarding the development of alternative revenue sources for facilities and park development.
+ Develops master and management plans to address current and future park, recreation and facility trends and needs. Oversees the development of the parks and recreation comprehensive plan. Tracks and monitors park construction projects.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor’s degree in business, public administration, urban and regional planning, parks and recreation management or a related field and fifteen years of professional experience in a responsible managerial position in the parks and recreation department supervising a large and diverse employee population, management of a large municipal resource and capital budget, working with contractors and vendors on large construction and development projects, and/or an equivalent combination of education and experience.
Knowledge of:
+ Modern park resource development and management practices
+ Municipal budget development and tracking
+ Policy development and implementation
+ Safety and risk management procedures and protocol
+ Contract and partnership development and administration
+ Pertinent federal, state and local laws, codes and regulations
+ Computer usage including related software.
Ability to:
+ Develop strategic long-range plans
+ Analyze problems and implement solutions
+ Present verbal and written information in an effective manner
+ Communicate effectively in the English language at a level necessary for efficient job performance
+ Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
+ Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
+ Master’s degree in urban and regional planning, parks and recreation management, business or a related field and twenty years of progressively responsible experience, including direct oversight of a large, complex and multifaceted agency with a budget and staff of comparable size.
+ Certified Park and Recreation Executive (CPRE), American Institute of Certified Planner (AICP) or equivalent licensure.
Knowledge of:
+ Water and property rights
+ Developing comprehensive plans and master plans.
Licensing And Other Requirements
+ Valid state-issued driver's license.

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand and walk. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions, outdoor weather conditions and extreme temperatures. Employees will also drive a vehicle as part of this position.inspect construction projects, park sites and fieldwork practices.
This position works: evenings, weekends, and an on-call basis for inspections and meetings.
