    Lead transformative planning and design initiatives in one of the nation's most livable cities. This senior leadership role develops and manages complex planning projects from inception to completion while preparing and implementing forward-thinking policy initiatives. You'll conduct research, perform design reviews, and oversee urban design, zoning, and general plans relating to architecture, landscape, and land use standards required by local and state law.

     

    As a key member of the planning team, you'll supervise professional staff, manage consultants, and provide expert guidance to city leadership. A critical aspect of this position is facilitating and managing two volunteer commissions - the Design Review Committee and Historic Planning Commission - ensuring productive meetings, strategic direction, and meaningful community engagement. This role works under general direction and offers the opportunity to shape the built environment and preserve the historic character of our growing community.

    Essential Functions

    Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.

     

    Analyzes, prepares and presents information regarding complex development applications, appeals, ordinance amendments and guiding documents to the Design Review Committee, Planning and Zoning Commission and city council. Plans and executes strategic initiatives and programs to raise the level and effectiveness of design review in the city. Provides high level guidance for historic preservation staff and committee. Performs site inspections to ensure zoning compliance for occupancy of structures. Determines the completion of work and assists with the issuance of bond approval to allow for temporary occupancy of structure. Communicates with applicants, the public, agencies and management regarding applications and processes in oral and written form. Works with individuals and groups to facilitate outreach, educate and foster compliance gain with ordinance requirements which can be mutually beneficial to the applicant, public and the city.

     

    Monitors the maintenance of record keeping for all files ensuring all information is accurate, current and available to the public and other review agencies. Applies for, monitors and coordinates grants received for timely fulfillment and reporting to the grant agency. Supervises professional planning and support staff including scheduling and assigning work, providing direction, setting project priorities and ensuring compliance with state and local laws. Conducts public meetings and hearings and represents the city in public and official meetings with other departments, agencies and citizen groups. Attends various training seminars, conferences and meetings, as required. Prepares reports and presents them to the various planning commissions and city council.

     

    Works with administration on fee schedules, modifications to division policy, procedures and processes working towards accurate, reliable and efficient review of applications. Participates with special groups such as the Development Services Advisory Committee (DSAC), Ordinance Review Committee (ORC) and other project groups. Participates in the development of comprehensive planning policy, ordinance amendments, specific area plans and neighborhood planning providing direction with regards to design and historic preservation. Provides recommendations to the department director on project and administrative processes.

     

    Monitors notice requirements and oversees preparation for design review including the writing of legal notification for publication in the local paper, radius notices for mailing to affected owners and residents, transmittal documentation to city and outside review agencies, hearing notifications and action letters.

     

    Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.

    Requirements

    Required Knowledge, Experience, And Training

     

    Bachelor’s degree in urban or city planning, historic preservation, landscape architecture, or design or a related field, and six years of professional level experience in areas of land use entitlement process, municipal planning, urban design, redevelopment, historic preservation, economic development or zoning and two years of experience in a management or supervisory capacity, or an equivalent combination of education and/or experience.

    Knowledge of:

    + Principles, practices and techniques of historic preservation and urban planning, environmental planning and urban design and economic development or land use

    + Laws, codes and other regulations pertinent to planning, zoning and community development

    + Principles and practices of project management, including developing project schedules, work plans and budget preparation and administration

    + Research methodology, statistical analysis and computer software applications related to the work

    + Principles and practices of public administration, including purchasing, contracting and maintaining public records

    + Principles and practices of public outreach, involvement and community and public relations

    + Principles and practices of effective management and supervision.

    Ability to:

    + Demonstrate skill in understanding, navigating and using good judgment with regard to media relations and public presentations

    + Develop and organize public contact programs

    + Interpret and apply federal, state and local regulations, policies, and procedures

    + Respond effectively to a rapidly changing work environment

    + Exercise tact and diplomacy in dealing with difficult and sensitive issues and situations

    + Organize multiple and on-going projects, set priorities, meet critical deadlines and follow up on assignments with minimum direction

    + Recognize and analyze potential environmental and policy impacts

    + Develop planning policies and implementation strategies

    + Translate goals and objectives into workable plans, programs and activities

    + Lead professional and technical personnel on projects and provide technical advice to subordinate personnel in solving difficult assignments

    + Persuade, negotiate and develop alternatives and resolve conflict among competing interests

    + Make presentations before large and small groups

    + Prepare clear, concise and accurate reports, correspondence and policy documents

    + Organize and lead meetings to facilitate public participation

    + Understand and comply with all rules, policies and regulations

    + Communicate effectively in the English language at a level necessary for efficient job performance

    + Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Master’s degree in architecture, urban or city planning, historic preservation, landscape architecture or a design related field.

     

    Eight years of professional planning experience including three or more years in a supervisory capacity, working with governmental or private non-profit boards or commissions.

     

    Familiarity with construction site practices and design methodology.

     

    Possess Certification from American Institute of Certified Planners (AICP).

     

    Architect's License and or Licensed Landscape Architecture.

     

    Licensing And Other Requirements

     

    Valid state-issued driver's license.
