Position Definition: TheAssistant Director of Special Programs and Servicesis responsible for assisting, administering, and supervising Special Programs and Services within the Carbon Lehigh Intermediate Unit #21. Relationship: TheAssistant Director of Special Programs and Servicesshall be responsible to the Director of Special Programs and Services. Qualifications: Education/Experience:
+ Minimum Supervisor of Special Education Certification.
+ 3 – 5 years’ experience as a Supervisor of Special Education.

Authority: TheAssistant Director of Special Programs and Serviceswill have the authority to perform all functions listed below in accordance with established policies and procedures. Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. In accordance with both state and/or federal law, reasonable accommodations will be considered upon employee request. Essential:
+ Assists the Director of Special Programs and Services in the administration of the CLIU #21 Special Education, Nonpublic, Early Intervention, Related Services, Behavioral Health, Transportation, and/or other Special Service Programs.
+ Supervises CLIU #21 Special Education Supervisors of Itinerant Services, Early Intervention, CLIU #21 Operated Programs, Behavioral Health, and Nonpublic Schools and assists them in planning, developing, and implementing programs.
+ Assists the Director of Special Programs and Services in managing the child accounting, student tracking systems, transportation, and/or other necessary record keeping.
+ Assists in administration of the process of data collection and data entry for all programs and services operated by CLIU #21. Serves as a liaison with PDE and/or DPW.
+ Assists in recruitment, screening, and recommendation of staff for employment.
+ Consults with and assists local school districts and Nonpublic Schools in the development of quality programs in special education and remedial services.
+ Assists the Director of Special Programs and Services in the development and updating of special education plans and consults with local school districts regarding special education plans. Serves as the CLIU #21 liaison with PDE.
+ Assists the Director of Special Programs and Services in the process and procedures related to audits and evaluations required within programs/services of the department.
+ Assists in the development of agenda items for CLIU #21 Board meetings, supervisor meetings, district contact meetings, and facilities meetings.
+ Supervises the overall functioning of the departmental programs in the absence of the Director of Special Programs and Services.
+ Assists in maintaining liaison with community agencies, local Right to Education Task Force, nonpublic associations, and private and state schools serving exceptional students.
+ Collaborates with other CLIU #21 departments in the provision of quality education programs and services to students and staff.
+ Assists in organization of professional development activities for staff working within the department and participates with state initiatives.
+ Assists the Director of Special Programs and Services in administering the process of requisition and the ordering of supplies, materials, and equipment for departmental programs and services in cooperation with the Business Manager.
+ Assists the Director of Special Program and Services in developing and/or monitoring Special Education, Early Intervention, Behavioral Health, Nonpublic, and Transportation budgets.
