    Minimum Qualifications

    Education

    + Bachelor's degree in Engineering, Construction Management, Business Administration, or related field.

    + In lieu of a bachelor's degree, a high school diploma or GED and four (4) years of experience in construction project management, in addition to the minimum experience stated below, will be considered

    Experience

    + A minimum of five (5) years of progressive experience in construction project management.

    + Experience must include coordination with contractors and other technical staff.

    Certification/Licensure

    + Valid Driver's License

    Job Summary

    The Office Engineer serves as WMATA¿s project administrative and technical support representative on transit infrastructure construction projects. Performs varied administrative office functions, maintains contract records, plans and specifications, and related engineering and administrative records. Responsibilities include ensuring compliance with construction project standards, managing project documentation, coordinating with contractors, and maintaining daily interaction with construction management personnel from partnering organizations/Authorities. This role may support the maintenance and control of accounting records in an automated project management system and databases for individual projects.

    Essential Functions

    + Facilitates the administrative needs of project teams to ensure efficient operations and alignment with departmental goals. Coordinates badging and training for WMATA staff and contractors to facilitate access to project sites.

    + Maintains full familiarity with plans, specifications, construction schedules and contractor's plans on assigned contracts, Project Management Plan, and current safety regulations relative to assigned projects.

    + Processes, organizes and maintains design and construction project documentation, including document records, requests for information and submittals (shop drawings, schedules, reports, meeting minutes, photos, etc.), to ensure that field inspections are based on the most recent information received by WMATA. Utilizes appropriate construction documentation databases for archiving.

    + Establishes and maintains job record files for assigned projects per established procedures utilizing approved document management software. Process incoming and outgoing correspondence, designating incoming items for action, information, distribution, and records filing.

    + Reviews contract drawings and specifications marked up by the contractor to reflect as-built conditions. Maintains conformed copies of project documents and keeps the Authority Representatives or COTR informed of the status of such documents.

    + Communicates with partnering organization/Authority office team members, including construction inspectors and project teams, to maintain updated status log of deficient work observed. Advises management of unresolved deficiencies or issues that pose a risk to WMATA and require urgent action, seeking their support for satisfactory resolution. Utilizes professional judgment and input from subject matter experts to prioritize these issues.

    + Attends project progress meetings, quality control, preparatory, and coordination meetings. Obtains Contractor¿s project status information, such as look-ahead schedules and deficiency logs, and ensures that issues of concern to WMATA¿s interests are being progressed.

    + Reviews and compiles site visit reports from WMATA staff and field staff daily inspection reports to prepare weekly and monthly construction progress reports for the assigned project. Composes monthly report required to be issued to partnering organizations/Authorities.

    + Distributes information, including construction schedules and contractor's work plans to team members and any external WMATA resources. Coordinates with WMATA field staff to ensure WMATA¿s presence in work activities to include testing activities, per contract requirements.

    Other Functions

    + May assist in processing change orders, maintaining project cost controls, and Peoplesoft Financial data for Capital Improvement and Reimbursable projects.

    + May be required to visit project sites and field offices to support project activities and collaboration.

    + Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
