Responsibilities You will lead the formulation of plans for the development, deployment, operational acceptance, and sustainment of MSC-approved Communications Programs. You will oversee projects, ensuring that qualified personnel are assigned; that project goals, scope, and requirements are properly defined; that integration, schedule, cost, performance, and risk are managed. You will prepare briefings and reports to C4 management on project status. You will perform needs analysis; develops functional and systems requirements and specifications; conducts feasibility studies and tradeoff analyses You will review and approve the planning and administration associated with the work performed by contractors. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1- Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Coordinating innovative, unusual and/or routine shipboard IT system installation, maintenance and sustainment activities. 2- Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing customer service support to resolve deployment, maintenance and sustainment problems with shipboard IT systems. 3- Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Interacting to meet customer requirements associated with the delivery and sustainment of IT-related systems. 4- Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Researching, developing, and evaluating effectiveness and technical adequacy of work items and proposals for resolving complicated and critical IT problems. AND In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing information technology program management to ensure efficient project execution and alignment with organizational goals. Experience actively communicating financial requirements and associated risks through both quantitative analysis and qualitative insights. Experience serving as the Contracting Officer's Representative (COR), overseeing contract provisions, pricing structures, charge computations, and other contractual details. Experience applying configuration management techniques to maintain system integrity and support lifecycle management. Experience understanding customer organizations' missions, business processes, and operations to deliver MSC Communications Programs that effectively meet user needs and requirements. Experience with satellite communication theory and systems, specifically Starlink, to support reliable and secure communication solutions. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. You may be required to work aboard surface vessels while underway on trial runs and regular operations. You may be required to work overtime and participate in training events scheduled outside of normal work hours. Shipyard and shipboard work is a requirement of the position where the incumbent may be required to do a considerable amount of walking, gaining access through small penetrations and climb ship structures (i.e. masts)., crawl and bend. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
