This position oversees the management of the Office of Cannabis Management’s (OCM) licensing system and assists in overall division management, planning and development, policy matters and legislation.
This position supervises licensing staff and directs the activities of all OCM licensing programs, including leading an externally facing engagement and informational team to improve public awareness of OCM licensing programs. This position is responsible for setting and implementing policy, regulations, and statutes in relation to licensing activities.
This position is located in St. Paul and is expected to report to the office three days per week and may telework two days per week.
Minimum Qualifications

Five (5) years of experience in a licensing or regulatory program administering processes and procedures, information systems management, databases and/or data quality and controls.
Supervisory or lead-worker experience directing and coaching staff to perform their assigned duties.
Experience interpreting laws, rules, regulations and polices and the ability to fully explain them to others.
Experience in data analysis and reporting.
Ability to create positive working relationships with internal and external stakeholders.
Preferred Qualifications
Experience in a licensing or registration program where State statues and policies must be adhered to.
Knowledge of Minnesota Cannabis regulations and laws.
Experience developing and implementing quality management systems or continuous improvement processes.
Experience in developing work instructions, standard operating procedures, or division policies.
Experience organizing and managing projects and making decisions in a timely manner.
