The Position
Carlsbad -The Community:
This nearly 40 square mile city is ideally situated in north San Diego County with an approximate population of 115,000. The Branch:
The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million.
The Position:
The Facilities Maintenance Division is responsible for the maintenance of approximately 45 city owned complexes made up of over 100 buildings. The Custodial Supervisor will oversee the daily operations of our custodial staff, including both full-time and part-time employees. This role involves managing and coordinating custodial activities, ensuring high standards of cleanliness, and maintaining positive working relationships with both internal staff and external service providers.

The Ideal Candidate:
The ideal candidate will have strong supervisory experience including, but not limited to, hiring, staffing, coaching and development. Strong knowledge of modern cleaning methods including methods of cleaning and preserving floors, carpets, furniture, walls and fixtures; cleaning equipment, tools, materials and supplies used in custodial work is required. A keen eye for detail, and a solid understanding of custodial practices and contract management.
Key Responsibilities
+ Supervise and coordinate the activities of full-time and part-time custodial staff.
+ Develop and implement work schedules, ensuring adequate coverage and efficient use of resources.
+ Train, mentor, and evaluate custodial staff, addressing performance issues and fostering a positive work environment.
+ Oversee the accuracy and maintenance of time, material and equipment use records; prepare job estimates and establish priorities for work crews.
+ Manage and oversee custodial service contracts, including negotiating terms, monitoring performance, and ensuring compliance with contractual obligations.
+ Maintain inventory of cleaning supplies and equipment, ensuring proper usage and reordering as necessary.
+ Recommend the purchase of equipment and assist in the development of specifications.
+ Receive, investigate, and resolve complaints.
+ Conduct regular inspections of facilities to ensure cleanliness and maintenance standards are met.
+ Stay current with industry best practices and innovations to continuously improve custodial services.
+ Ensure the adherence of safe work practices by custodial maintenance personnel.
+ Ensure the maintenance of various records and prepare reports as required.
+ Coordinate field services maintenance activities with other city departments, divisions, and sections.
+ Perform related duties as assigned.
Qualifications
Knowledge of:
+ Materials, methods, practices and equipment pertaining to the operation of the assigned functional area.
+ Types and level of maintenance and repair activities generally performed in a public works facilities maintenance division maintenance programs.
+ Applicable federal, state, and local codes and regulations related to assigned functional areas.
+ Occupational hazards and standard safety precautions necessary in the work.
+ Knowledge of OSHA standards and procedures.
+ Proven experience managing both full-time and part-time staff.
+ Strong knowledge of custodial practices, cleaning techniques, and equipment.
+ Principles of organization, administration, budget and personnel management.
+ Experience with contract management and vendor relations.
Ability to:
+ Determine cost-effective ways for efficient and effective operation of functional responsibilities.
+ Supervise the maintenance of records and prepare reports.
+ Communicate clearly and concisely, both orally and in writing.
+ Supervise, train, and evaluate subordinates.
+ Establish and maintain effective working relationships.
+ Ability to handle multiple tasks and prioritize effectively.
+ Proficient in Microsoft Office Suite (Word, Excel, Outlook) and other relevant software.
+ Strong problem-solving skills with the ability to address and resolve custodial issues promptly and effectively.
Experience & Education
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
+ Equivalent to the completion of the twelfth grade and supplemented by course work related to facility maintenance.
+ Four years of increasingly responsible experience in the assigned area preferably in custodial management.
+ Two years in a lead or supervisory capacity
Special Requirements:
Possession of a valid California Driver's License.
While performing the duties, employees of this class are regularly required to use written and oral communication skills; read and interpret schematic data, narrative and statistical information and documents; analyze and solve problems; use math and apply mathematical reasoning; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff, vendors, contractors, and the public encountered in the course of work.
Depending on the assignment, incumbents may be exposed to standard office environments as well as construction sites, in confined spaces in underground sewer stations, atop water tanks and in reservoir areas in the course of inspecting and monitoring work or supervising work crews.
Employee is required to attend meetings and travel within and outside city limits during normal work hours and periodically in the evenings and on weekends during emergency call outs.
