Summary This position is established to lead employees involved with providing instructions to Midshipmen in the Engineering Laboratories, and the fabrication, installation, and maintenance of instructional equipment in the various Engineering Laboratories used for the Engineering Education Program. Responsibilities The Lead Engineering Technician (Mechanical): Is responsible for administration, schedule planning, budget planning for the Marine Engineering Laboratories. Is responsible for oversight of Engineering Department Mechanical Engineering Technicians under the supervision of the Department Head. Provide instruction to Midshipmen in the various Engineering Laboratories. Is responsible for oversight of fabrication, installation, maintenance, and repair of instructional equipment in the various Engineering Laboratories used for the Engineering Education Program. The ideal candidate is a highly motivated, experienced professional mechanical technician who has experience providing instruction and maintaining equipment in an academic laboratory environment. The candidate will have experience in welding and machine shop operations, and have experience operating, installing and repairing complex instructional equipment. The candidate will have experience in various marine engineering environments, including diesel, steam, refrigeration, and others. Serve as Laboratory Technical Supervisor responsible for directly supervising a staff of Technicians, who are involved in providing instruction to Midshipmen in the various electrical and marine/mechanical Engineering Laboratories used for the Engineering Education Program, and who are also involved in the fabrication, installation, and maintenance of instructional equipment. BACKGROUND NVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. PHYSICAL DEMANDS: The work requires walking and standing for long periods of time; to lift moderately heavy items such as stock and machine parts; to bend, crouch, stoop, and stretch. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS 11 it must include: Experience leading or coordinating the work of other technicians (e.g., assigning tasks, reviewing completed work, ensuring compliance with engineering standards and safety requirements) OR independently planning and carrying out complex projects involving the installation, operation, maintenance, or repair of mechanical/industrial equipment (such as pumps, valves, piping systems, turbines, diesel engines, heat exchangers, or control systems). Experience developing or overseeing maintenance and operations plans for laboratories, facilities, or comparable industrial environments OR coordinating with contractors/vendors and managing resources (e.g., scheduling, procurement of routine supplies, or related support functions) to ensure completion of technical projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Industrial Equipment Operation - Knowledge of principles and methods for operating industrial equipment. Mechanics - Knowledge of machines and tools, including their design, use, benefits, repair, operation, and maintenance. Metal Processing and Metalworking - Knowledge of materials, methods, and appropriate tools to process, treat, form, or shape metal. Teaching others - Help others learn through formal or informal methods; identify training needs; provide constructive feedback; coach others on how to perform tasks; act as a Mentor.
