Summary TYPE OF APPOINTMENT: NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WEST VIRGINIA ARMY NATIONAL GUARD USPFO, BUCKHANNON, WV SELECTING SUPERVISOR & DUTY LOCATION: Mr. Brian Chidester, USPFO, Buckhannon, WV This is not a bargaining position. Responsibilities Position Description #:T5294P01 This position is Program Manager for the Materiel Management Branch, Supply and Services Division of the United States Property and Fiscal Office (USP&FO). The primary purpose of the position is to perform analysis of supply management procedures, services, and directives and to plan, organize, review, evaluate and perform limited supervisory responsibilities over subordinates in accomplishing the work of the branch. MAJOR DUTIES: 1. Manages the Retail Supply Standard Army Management Information System (STAMIS) in the Material Management Branch. Reviews, analyzes, and interprets supply directives and guidelines to formulate and implement effective operating procedures to achieve optimum logistical support. 2. Develops and establishes controls to ensure that results of workload requirements identify systemic problems and enhance mission accomplishment. 3. Participates with supervisor in carrying out the supervisory responsibilities of the branch. Prepares requests for filling vacancies or for additional personnel to meet workload requirements. 4. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience equivalent to at least the next lower grade. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Education There are no educational requirements for this position. If choosing to certify based of the education substitution option, you must upload a word document stating you are using the education substitution option, your degree and transcript OR the Military Courses completed. If these are not uploaded you will not be referred to the selecting Supervisor. Additional Information DEFINITION FOR AREAS OF CONSIDERATION: Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens. TYPE OF APPOINTMENT: Title 5 Excepted Service - Permanent Permanent Change of Station: PCS funds are not available for this position. Additionally, disabled veterans and others eligible for 10-point preference must also submit an SF-15 "Application for 10 Point Veteran Preference" AND required proof as stated on the form. Documentation is required to award preference of any kind. An SF-50 is NOT sufficient to adjudicate preference.
