    Job Description

    The Project Manager leads complex information technology and business change management projects focused on modernizing public safety services and enhancing customer experience for the Virginia State Police (VSP). This role is responsible for designing, planning, and executing projects from initiation through delivery, ensuring alignment with VSP strategic goals, state standards, and enterprise architecture. The pay range for this role is $55-$75/hr depending on experience.

    Key Responsibilities

    1. Project Leadership & Execution

     

    Manage full project lifecycle: planning, scheduling, budgeting, resource allocation, and execution.

     

    Develop and maintain comprehensive project plans and schedules.

     

    Track and report progress to internal teams, VSP leadership, and state oversight agencies.

     

    2. Documentation & Governance

     

    Maintain project deliverables and artifacts per PMO guidelines.

     

    Facilitate governance processes including risk management, change control, and status reporting.

     

    Ensure documentation is current, accessible, and audit-ready.

     

    3. Resource & Stakeholder Management

     

    Develop resource capacity plans; identify gaps and onboard new team members.

     

    Collaborate with internal stakeholders, external vendors, and oversight bodies.

     

    Ensure compliance with enterprise architecture, ISO, and data management policies.

     

    4. Reporting & Communication

     

    Prepare and present project updates to leadership, steering committees, and oversight agencies.

     

    Promote PMO best practices and contribute to continuous improvement.

     

    Serve as the subject matter expert and “go-to” person for assigned projects.

     

    5. Procurement Support

     

    Assist with RFI/RFP processes, vendor evaluations, and contract management as needed.

    Skills and Requirements

     

    Proven experience managing IT or business transformation projects.

     

    Advanced proficiency in Microsoft tools: MS Project, Word, Excel, PowerPoint, Visio, Outlook.

     

    Strong organizational, analytical, and communication skills.

     

    Ability to manage multiple stakeholders and deliver results under pressure.

     

    PMP Certification (Project Management Professional) – required. Experience managing projects with budgets of $5M or more.

     

    Familiarity with Commonwealth of Virginia Qualification Standards for IT Project Managers.

     

    - Preferably served as PM of record on a Category 3 or higher Commonwealth project.

     

    - Willingness to obtain certification upon employment if not already certified.

     

    Experience working with public safety, law enforcement, or government agencies.

     

    Knowledge of Agile, Waterfall, and hybrid project methodologies.
