    This leadership position is responsible for directing all grants management fiscal operations within the Financial Operations Division (FOD) of the Department of Children, Youth, and Families (DCYF). The role ensures alignment and coordination with internal DCYF stakeholders—including grant managers, senior management, and the contracts division—as well as with external partners such as counties, tribes, local grantees, other state agencies, and federal funding entities.

     

    The position oversees both the receipt of grant funds from federal, state, and private sources, and the disbursement of funds through mechanisms such as grant contracts, intergovernmental agreements, and allocation formulas. As a member of the FOD leadership team, the incumbent contributes to the creation and refinement of department-wide grants management policies. This includes interpreting broad departmental goals and complex federal and state regulations into actionable fiscal policy and developing related budgeting, accounting, federal claiming, and reporting procedures.

     

    The incumbent supervises the Grants and Allocation Unit and manages the Enterprise Grants Management System (EGMS), a web-based platform serving internal and external users across Minnesota’s State’s human services landscape. Additionally, this role is instrumental in supporting the implementation of the North Star Care for Children program, representing DCYF in statewide workgroups and on federal compliance matters.

     

    This position requires a strategic thinker with deep knowledge of grants management, fiscal policy, regulatory compliance, and public-sector financial operations.

    Responsibilities include:

    + Supervise the Grants and Allocations Unit, managing, directing, and leading the department’s fiscal operations for both incoming grant funds awarded to DCYF and outgoing funds distributed by DCYF to counties, tribes, nonprofit agencies, and other local grantees across the state.

    + Lead and direct management and ongoing operations of the Department’s Enterprise Grants Management System (EGMS).

    + Serve as department liaison with the Department of Revenue (DOR) on issues related to property tax levy:Serve as department liaison with the Department of Revenue (DOR) on issues related to Property tax levy limits for Minnesota counties, specifically as they interact with Title IV-E funding.

    + Participate in section and division planning and operations policy decisions.Lead and/or participate in unit, division, and department strategic and operational planning efforts involving department grants and allocations.

    + Special Projects: Assist with special projects as assigned by the Program Operations Manager, the Financial Operations Division Director, or other FOD managers.

    + Exercise supervisory authority to ensure applicable labor agreements and plans are equitably administered and unit employees effectively perform their assigned job duties to achieve unit, section, division, and department goals.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g.ERG) - experience must include:

    + 1+ year of experience identifying issues, goals and strategic actions

    + 100+ hours per year time commitment

    AND

    Four (4) years of professional work experience demonstrating:

    + Knowledge and experience with federal financial reporting, reconciliation, and federal Uniform Guidance.

    + Knowledge and experience with grant financing, especially grant contracts and implementing rules related to how grants are funded.

    + Experience utilizing SWIFT or other accounting software.

    + Familiarity with Generally Accepted Accounting Principles (GAAP).

    + Ability to read, interpret, and apply state and federal statutes, laws, and regulations.

    + Creative problem-solving abilities.

    + Ability to work cross functionally with other departments and divisions to ensure continuity.

    + Experience engaging end users of a process in identifying pain points and implementing improvements.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
