Job Overview
This Leadership role provides operational oversite of the Medical Transportation Communication Center. Assures a high level of technical proficiency and professionalism while maintaining a high level of customer service and positive patient experience. Creates and maintains an environment of employee development and engagement. Overall responsibility for the development, management and maintenance IT functions and applications for Medical Transportation. Serve as a primary liaison between the IT department and Medical Transportation, ensuring effective communication and seamless integration. Works directly with IT department on technology road map, planning and execution.
Responsibilities
+ Ensures policy compliance by communication center supervisors, dispatchers and communication specialists.
+ Ensures accurate triage and effective deployment of medical transportation resources in compliance with policy and procedure.
+ Assures accurate data entry and collection and assists with the development of data reporting.
+ Investigates and resolves concerns related to request for service and dispatch of medical transportation resources.
+ Acts as liaison between M Health Fairview EMS and its MedKab, BLS, ALS, and Critical Care transport contract stakeholders as it relates to delivery of medical transportation resources.
+ Acts as liaison between M Health Fairview EMS and State of Minnesota PSAP Centers.
+ Participates in planning and strategy sessions. Collaborates with area communication centers on best practices.
+ Investigates and researches technology improvement opportunities. Works directly with IT leadership to align technology strategy and roadmaps.
+ Hires, mentors, disciplines, evaluates, and manages performance of assigned staff. Escalates sensitive employee issues to next level leader.
+ Creates and manages communication center staff schedules based on anticipated demand levels.
+ Assures and maintains designated minimum communication center staffing levels. Assures accurate and efficient timekeeping for communication center staff.
+ Develops and maintains a robust quality assurance and improvement program.
+ Develops matrix to track data to assure performance compliance.
+ Reports daily, weekly, monthly, and quarterly performance statistics for leadership team evaluation.
+ Actively participates in creating and implementing improvements including but limited to growth initiatives, quality improvement, and service line advancement.
+ Performs statistical analysis of data M Health Fairview EMS (MHF-EMS) databases and provides objective interpretation of the results to the end user.
+ Responds to and works with end-user requests for specialized report creation, modification, and information.
+ Fosters a culture of improvement, efficiency, and innovative thinking.
+ Maintains knowledge of, and complies with, all relevant laws, regulations, policies, procedures, and standards.
Software & Analytics:
+ Respond to and work with end-user requests for specialized report creation, modification and information.
+ Works in coordination with Corporate I.T. on work related to the dispatch systems, CAD reporting updates, EMS equipment updates as related to data collection, network hardware and software.
+ Assesses, proposes, coordinates, and implements solutions to hardware and software issues, system modifications, system enhancements, and system replacements.
+ Researches clinical data failures and recovery strategies with the patient care reporting software. Manages and troubleshoots and provides user as necessary to aid the end-user in the use of the software and devices.
+ Escalates issues and coordinates break/fix and software upgrades with IT team.
Armer System & Vesta Phone System:
+ Oversite of the Allied Radio Matrix for Emergency Response (ARMER) system & Motorola Vesta Phone System.
+ Oversite of the audio logger system management for radio and phone systems.
+ Maintain both the Motorola 7500 radios and Vesta console.
+ Maintain a subscriber radio database, participate in the development of policies and procedures related to radio system security and access.
+ Establish standards on settings, options, and features of mobile and portable radio programming configurations ("code plugs").
+ Develop and maintain a radio system backup and recovery procedures
+ Maintain network security features, hardware and configurations.
+ Assign rights to radio/communication system users.
+ Develop standards for and monitor performance of radio system and wide-area communications network; work with others to develop solutions to radio systems operational problems, provide feedback to users.
+ Oversee design, equipment installation and testing of communications equipment for the radio system, the underlying computer/communications network, and for the dispatch center.
+ Plan and administer a preventive maintenance program to ensure compliance with standards and regulations, manufacturer's specifications, F.C.C. requirements and minimum down time.
+ Work with the regional System Managers Group and the Minnesota Department of Transportation to plan, coordinate, and maintain the integrated operations of the regional and state interoperable radio systems.
Lead IT Strategist & Organizational Development:
+ Lead IT Strategist will drive the development and implementation of the organization’s IT strategy, aligning technology with business goals. Focusing on optimizing IT systems, ensuring seamless integration across functions, and leading technology initiatives that enhance operational efficiency and innovation.
+ Overall responsibility for coordination of IT functions and strategies for Medical Transportation Services.
+ Primary point of contact within the team for device software updates and troubleshooting; including installation and network connectivity. Escalates as necessary to corporate IT and partners to ensure SLAs and team needs are met. Meet regularly with IT leadership to review current state and update priorities and roadmap as necessary.
Required Qualifications
+ Bachelor of Arts in Business Administration, Healthcare Administration, Management or related field or an approved equivalent combination of education and experience as an EMS leader
+ 5 years EMS and/or public safety related leadership experience.
+ Emergency Medical Dispatch certification within 180 Days
+ Emergency Medical Dispatch-Q certification within 1 Year
+ Basic Life Support/CPR (American Heart Assoc or Red Cross) within 180 Days
Preferred Qualifications
+ 5 years EMS Dispatch Center Leadership experience
+ EMS Operations Leadership experience
+ Nationally Registered EMT or Paramedic
+ Minnesota Licensed EMT or Paramedic
+ Armer System Administrator certification

Compensation Disclaimer
The posted pay range is for a 40-hour workweek (1.0 FTE). The actual rate of pay offered within this range may depend on several factors, such as FTE, skills, knowledge, relevant education, experience, and market conditions. Additionally, our organization values pay equity and considers the internal equity of our team when making any offer. Hiring at the maximum of the range is not typical.
