Duties Description Process and upload initial and recertification surveys in ASPEN and document recertification and initial surveys in IQIES.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.Non-Competitive Candidates via HELPS Program: Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator Trainee 1: A bachelor's or higher degree.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Preferred Qualifications: Professional administrative experience related to medical or programmatic review, quality assurance, audit and/or regulatory activities in a health care facility regulated by the New York State Department of Health or other state or local agency. Health care experience and knowledge of Hospital and Diagnostic & Treatment Center regulations and associated federal Medicare regulations; excellent communication, written and organizational skills; ability to function independently and as a member of a team; and deal with multiple tasks and priorities; familiarity with the Health Commerce System, Microsoft Office programs, Outlook, SharePoint, Adobe Acrobat Pro, State Financial System, Executive Correspondence Unit (ECU) process and policies and procedures for responding to FOIL inquiries

This position requires travel, including to locations that may not be serviced by public transportation.
