Duties Description POSITION DESCRIPTION:The Business Officer 2 will function as the principal assistant to the Business Officer 3 at Sunmount DDSO. The incumbent will assist in providing management direction, control of business administration, fiscal and support services, and oversight of financial operations of Sunmount DDSO.PRIMARY DUTIES AND RESPONSIBILITIES: • Management and supervision of Purchasing, Accounts Payable, Procurement Card Reconciliation, Cash Office, Mailroom, Stores/Receiving, and Transportation.• Will provide training and technical assistance to employees.• Act as SFS Agency Security Administrator.• Assume the NYS Credit Card Administrator role.• Responsible for credit card monitoring, reconciliations, and approvals.• Oversee NPS revenues, expenditures, and segregations.• Manage financial data through the use of SFS reporting tools.• Develop policies and procedures to enhance departmental efficiency.• Responsible for financial auditing, and assessment of internal controls.• Monitor compliance with NYS Finance Laws and Procurement Guidelines.• Ensure financial transactions are authorized and appropriate.• Act as Contract Management Liaison• Other Duties as assigned.#LI-AK1#LI-NB1LinkedIn: https://www.linkedin.com/company/nys-office-for-people-with-developmental-disabilities/posts/?feedView=all
Minimum Qualifications MINIMUM QUALIFICATIONS:You must take and pass a Civil Service examination in order to be considered for this position.On or before the date of the examination, you must be a qualified employee of the New York State Office of Mental Health, Office for People With Developmental Disabilities, or the Office of Addiction Services and Supports and have had twelve months of permanent competitive or 55-b/55-c service as:Either A. Business Officer 1, Business Officer Trainee 1, or Business Officer Trainee 2; Or B. Administrative Specialist 1, Assistant Office Services Manager, Contract Management Specialist 1, Head Account Clerk, Health Facilities Management Assistant, Human Resources Specialist 1, Nutrition Services Administrator 1, Purchasing Agent, Senior Accountant, Senior Auditor, Senior Budgeting Analyst, Senior Health Care Fiscal Analyst, Resource and Reimbursement Agent 1, or Resource and Reimbursement Agent 2. If you were permanently appointed to a qualifying title on or before February 13, 2023, and have served continuously in this title since that date, you are eligible to file for this examination.
Additional Comments Additional Comments• Please note that starting salary for this title reflects the increased hiring salary and geographic pay differential. Posted Hiring Salary includes the sum of the statutory hiring rate for CSEA Grade 16 ($63,136), Increased Hiring Salary ($7,556) and Geographic Pay Differential ($4,000). Geographic Pay Differential is added to the job rate ($76,359).• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• For CSEA positions: Local Bidding Agreements will be honored.• Preference will be given to OPWDD employees impacted by closures.
