    Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the New York City Field Office, Community Engagement Unit. Reporting to the Director of Community Engagement and Strategic Planning of the New York City Field office, the incumbent of this position will function as the Concerns Coordinator and will address issues raised by the public related to the delivery of mental health services. The incumbent will coordinate all contact by the public and will determine in a professional and timely manner the nature of the concern or request for information and will perform and prepare reports on data analytics.Duties/responsibilities include the following:•Coordinates requests for information and/or concerns about Mental Health Services.• Serves as the liaison to Central Office in coordinating request for information from providers, recipients, and the public, etc.• Coordinates Commissioner’s Correspondence, reviews all correspondence, assigns to appropriate staff for response, reviews or develops draft response and ensures that this correspondence is well-written and submitted to Central Office on or before assigned deadlines. • Updates and manages resource list for callers whose concerns/questions can be handled via referral, including issues such as how to access public benefits, etc.• Documents all efforts in the Everest system.• Provides reminders to involved NYCFO staff to complete investigations/responses.• Ensures that NYCFO staff have clear protocols for handling frequent callers and updates list routinely, works with the NYCFO Clinical Director and staff individualized plans to offer a consistent clear response to frequent callers to minimize confusion and splitting.• Assists in the implementation of the NYCFO lean project on customer relations including consulting with Central Office to upgrade and refine the Everest system.• Creates a log and tickler system for all requests for information to ensure that these requests are handled in a timely professional manner and that to the greatest extent possible each issue raised has been resolved.• Works with subject matter experts within the NYCFO to draft responses.• Coordinates with Central Office on timely submission, thoroughness of the response, and consistency with OMH policies and practices.• Oversees the newly implemented process of Appeal of Formal Complaint Decision which will include a review of complaints that have not been resolved to the satisfaction of the individual at the provider level. • Works with the newly established Office of Hospital Care and Community Transitions on concerns pertaining to complex discharges. • Develops a training curriculum for a mental health system literacy project and delivers training upon request.

     

    Minimum Qualifications Promotion Opportunity:In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Mental Health Program Specialist 2, G-23, at the Office of Mental Health, Central Office in New York City. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Mental Health Program Specialist 1, G-18. Non-Competitive Minimum Qualifications Under the NY HELPS Program:To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.Transfer Opportunity:Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a mental health program.
