Duties Description This position will be located within the Office of Addiction Services and Supports (OASAS) Division of Criminal Justice. Duties include, but are not limited to the following: • Assist in the creation, implementation and monitoring of Substance Use Disorder (SUD) treatment and transition services program in county jails and New York State prisons including onsite evaluation, technical assistance, and development and provision of training.• Liaise between prisons, community agencies, and other OASAS divisions to obtain and maintain essential services.• Assist in the review and monitoring of SUD treatment and transition services in New York State jails and/or prisons including participation in onsite evaluations and audits and provision of technical assistance.• Review, investigate and respond to complaints regarding SUD treatment in assigned jails and/or prisons. • Assist with Overdose Prevention Courts and all county courts to assure adequate SUD treatment awareness and access to treatment pathways exist, including the development and delivery of training programs.• Coordinate with courts and OASAS divisions to obtain, implement and maintain peer services in courts.• Represent OASAS at various community events and meetings and attend County Task Force meetings and planning events to provide input and assistance.• Track and maintain Division of Criminal Justice data and assist in completion various reports as required.• Other duties as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications:Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist Trainee 1 through NYS HELPS Program:Trainee 1: A bachelor’s degree or higher. Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.*A master’s degree may substitute for one year of professional clinical or professional administrative experience. Preferred Qualifications: • Current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) in New York State.• Experience treating and/or counseling individuals with Substance Use Disorder (SUD), preferably justice-involved individuals. • Experience in the development and delivery of training programs related to Substance Use Disorder (SUD).
Additional Comments Salary Range: Trainee 1: $53,764 - $68,630Trainee 2: $59,994 - $76,359Grade 18: $66,951 - $85,138 **Candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18. The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.Telecommuting may be discussed as part of the interview process.The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
