The Connecticut Department of Revenue Services (https://portal.ct.gov/DRS) (DRS) is hiring a Tax Corrections Principal Examiner (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=8594AR&R1=&R3=) in the Litigation Division, located in Hartford. POSITION DETAILS This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 9:00am and 5:30pm. The Litigation Division of the Legal Services Bureau is comprised of two subdivision the Litigation Subdivision and the Appellate Subdivision. Each subdivision is responsible for fulfilling statutory functions and addressing a large volume of administrative and judicial cases. The Litigation Subdivision is responsible for representing the Commissioner of Revenue Services (“Commissioner”) in actions before courts, boards, and commissions including, but not limited to, tax appeals in the Connecticut Superior Court and administrative proceedings such as those occurring in front of the Freedom of Information Commission. The Litigation Subdivision is also responsible for coordinating the Commissioner’s interests in bankruptcy litigation. The Appellate Subdivision is responsible for reviewing protests filed by taxpayers. Protests allow taxpayers who disagree with decisions of the Department (generally, decisions to assess a taxpayer or decisions to deny a claim for refund) to receive additional administrative review of these decisions. This Tax Corrections Principal Examiner will supervise the maintenance and adjustment of the financial accounting associated with the three (3) major dockets the Litigation Division manages: civil litigation and collections litigation cases; Appellate Subdivision protests; and Bankruptcy cases. The Tax Corrections Principal Examiner will report directly to the Tax Litigation Director.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Revenue Services, Operations Division this class is accountable for acting as a working supervisor for Tax Corrections Examiners and related technical and clerical staff engaged in resolving tax return, taxpayer registration and/or taxpayer account errors.
EXAMPLES OF DUTIES
+ Plans unit workflow and determines priorities;
+ Schedules, assigns, oversees, and reviews work;
+ Establishes and maintains unit procedures;
+ Provides staff training and assistance;
+ Conducts or assists in conducting performance evaluations;
+ Acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures;
+ Prepares reports and correspondence;
+ Evaluates production reports, ascertains deficiencies, and takes corrective action;
+ Resolves the most complex work problems;
+ Authorizes bills and refunds;
+ Refers questionable accounts to the Audit Division;
+ Assists in the preparation of computer program tests;
+ Serves as a member of special committees and study groups representing the Operations Division;
+ May make recommendations on polices or standards;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ the functions and operations of financial data base systems;
+ relevant agency policies and procedures;

+ relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical experience in automated taxation, registration processing, billing, or refunding operations.
NOTE: For state employees this experience is interpreted at the level of a Tax Corrections Examiner 1.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ For state employees one (1) year of experience at the level of a Tax Corrections Examiner 2 may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
+ Experience acting in a lead capacity and/or with training.
+ Experience with the most complex issues concerning financial accounts including researching and posting electronic returns and payments, analyzing and adjusting tax returns, and financial postings in CTax and associated interest calculations, particularly concerning audit matters.
+ Experience with problem-solving and addressing system issues.
+ Experience working with, and an understanding of, complex tax returns, audit cases, and workpapers.
+ Experience working with working with all levels of staff within the Department.
+ Experience communicating over the phone, email, and web messages.
