    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director.     What Success Looks Like In This Job

     

    The Placement Services and Support Manager develop, leads, supports, and manages the Placement Services and Support pod (unit) within the Adams County Human Services Department’s Child, Adult and Family Services (CAFS) Division. The pod includes kinship, foster care/placement, post permanency support team and family search and engagement teams. This position is responsible for designing, implementing, managing, and evaluating high quality out of home placement services, including kinship care (both certified and uncertified) and foster care certification and placement (including therapeutic foster care) services for children, youth, and families involved with CAFS. This position is also responsible for overseeing the family search and engagement team to ensure quality and timely identification and use of family, supports, and connections for children, youth, and families. The direct supervisory responsibilities include team development and leadership; implementation of research-based out of home placement practices/programs while enhancing community support and collaboration. Serves as an active participant on the Child, Adult and Family Services Leadership Team to develop, communicate, and implement strategic direction for the division.

    Examples of Duties for Success

     

    + Provides oversight and leadership of kinship foster care/placement and family search and engagement teams for the division (approximately 40-50 professional caseworkers, supervisors, and paraprofessional team members).

    + Ensure high-quality, timely service delivery aligned with statutory and rule and Division requirements. Supervise supervisors and team members, supporting development, performance and accountability while ensuring alignment with County norms, values and Division Guiding Principles in all interactions and work.

    + Coaches supervisory team members on troubleshooting areas of performance strengths and challenges to ensure quality engagement, service, and support/outreach to families.

    + Provides leadership coverage for other managers during vacation, sick, and administrative leave.

    + Interfaces with government and private sector leaders regarding service delivery and the integration and collaboration in the provision of child welfare services and always is mindful to represent the division in a positive light that emphasizes partnership.

    + Provides leadership to the pod that focuses on building team member capacity for excellence and provides accountability for performance while supporting team member learning and growth.

    + Provides oversight into the development of cohesive practice standards among teams they are assigned to ensure timely service provision; high- quality, thorough evaluations and support; linkage with community supports and services when needed; effective collaboration with community partners and other Division teams/units.

    + Provides oversight for the development, implementation, and management of out of home placement services and supports based on research, best practice, federal and state regulations, county policy, and requirements of the Family First Prevention Services Act of 2018.

    + Provides active leadership to prepare for and participate in all onsite audits and CQI activities within the division to improve practice outcomes.

    + Participates in the hiring of all staff for the teams they are assigned to and ensures teams have adequate support, resources, and coverage to manage the assigned work functions.

    + Participates in relevant task forces and committees at the division, department, community, and state levels.

    + Responsible for the development and maintenance of relationships with community stakeholders, Colorado Department of Human services, and other agencies and organizations working with child welfare issues and families.

    + Participates in manager on-call rotation and coverage for the division (if required) which requires after-hours and weekend availability when on-call.

    + Performs other related duties and responsibilities as required.

    + Responsible for the management and oversight of acute/emergency/complex placement situations including all “Creative Solutions” meetings and processes. This includes building relationships with hospitals, Medicaid providers, Division of Child Welfare, Health Care Policy and Financing to address any child or youth placed in hospital settings.

    + Ability to provide effective leadership for teams with competing priorities, needs, and deadlines.

    + Knowledge of human services practices and programs, child welfare practice, and knowledge of successful strategies to ensure high quality evaluation and support of kinship and foster care families; timely and collaborative processes to identify placement and family connections based on child/youth needs; and prevent unnecessary family separation and ensure reunification with family whenever safely possible.

    + Knowledge of effective family search and engagement practices and protocols.

    + Knowledge of federal and state laws, regulations, procedures, and requirements regarding the health and welfare of children, youth, adults, and families.

    + Knowledge, implementation, and consistent use of data-informed approaches to understand division/community needs, performance, and quality service provision.

    + Skilled in problem identification and problem solving.

    + Skilled in leadership and management to create effective organizational structures to ensure consistency of practice and application of policy and procedures.

    + Ability to analyze, properly identify, and strategically solve problems using critical thinking and analytical skills.

    + Ability to effectively work with others.

    + Ability to communicate clearly and concisely, both orally and in writing.

    + Knowledge of and ability to utilize state, county, and agency management information systems.

    + Ability to use data to drive practice decisions.

    + Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

    + Ability to effectively lead, support, develop, and supervise team members.

     

    More Qualifications for Success

    Experience:

    + Six (6) years of progressively responsible experience in administration, management, project development, clinical administration, program management, or program evaluation, including a minimum of two (2) years of experience as a first-level supervisor or manager.

    Education and Training:

    + Bachelor’s degree in business administration, Management, Social Work, Human Services, or a related field is required.

    + A master’s degree in social work or a human behavioral sciences field is preferred and may substitute for 2 years’ required experience, excluding the supervisory requirement.

    License or Certificate:

    + Possession of, or the ability to obtain within three (3) months of hire, Child Welfare Supervisor Certification is required.

    + Possession of, or the ability to obtain a Colorado driver's license and state mandated auto insurance.
