Summary
The MTA Land Use Strategy Team leads initiatives at the intersection of land use and transit planning. The Senior Planner, Capital Strategy (Land Use) will provide technical and analytical support to MTA's land use and neighborhood planning initiatives aimed at enhancing transit access, station area planning, and optimizing and improving land uses around MTA assets . The Senior Planner will contribute to advancing the MTA's land use initiatives, environmental review processes, and strategic planning efforts. This individual will coordinate with divisions across the MTA's five operating agencies, external stakeholders in the City and region, and with consultants on initiatives related to land use, environmental review, and neighborhood planning.
Responsibilities
The Senior Planner, Capital Strategy (Land Use) will support MTA's land use and planning efforts by contributing substantially to the following core activities:
Support the MTA's growing portfolio of strategic land use initiatives through research, analysis, mapping, and preparation of planning materials.
Assist in advancing neighborhood planning initiatives and land use approval processes.
Contribute to process improvements that help the MTA achieve stronger outcomes in land use entitlement and environmental review (ULURP, CEQR, SEQR).
Assist in drafting MTA comments for environmental review processes and development projects.
Identify and support opportunities in implementing the MTA's Bike, Pedestrian, and Micromobility Strategic Action Plan.
Support planning efforts to ensure the MTA's needs are reflected in City and regional initiatives, linking land use and transportation planning.
Assist in the development of strategic frameworks for MTA facilities, informed by operational needs, land use context, and neighborhood trends.
Consolidate and present information from stakeholders in formats appropriate for decision-makers and technical experts.
Produce maps, graphics, data visualizations, reports, and presentations to communicate MTA land use priorities.
Develop a working knowledge of the MTA's asset portfolio and cultivate internal and external information sources.
Contribute to development strategies for MTA properties and monitor regulatory/policy developments affecting them.
Identify research needs and potential partnerships to improve coordination and outcomes on land use and transit, transit access and utilizatio n, and other research needs as they arise .
Support short-, mid-, and long-term planning priorities as they evolve.
Track project timelines, deliverables, and consultant work; provide input into budgets and grant applications where appropriate.
Build collaborative relationships across MTA Construction & Development and the broader agency.
Participate in professional development and maintain knowledge of planning best practices.
Education and Experience
A bachelor's in urban planning , urban design, or a related field .
Must have a minimum of four ( 4 ) years of relevant experience, preferably in urban planning, transportation, or a related field .
Master ' s D egree preferred.
AICP or PE a plus.
Competencies:
Strong writing and presentation skills .
Str o n g te c hn i c a l s k i l l s , including proficiency in MS Office, project management, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools.
Ability to perform in - depth qualitative and quantitative analyses using a variety of tools and datasets.
Strong time and task management skills with the ability to manage multiple projects and deadlines, and maximize t h e ou t p u t o f a s m a l l sta f f .
Effective communication skills with a wide set of audiences .
Knowledge of the MTA regional network and operating context, as well as l o c a l, s t a te , a n d f e d e r al tra ns por tati o n po licies.
The ability to work with both senior - level staff and technical personnel on a diverse array of issues.
