Purpose of Classification
The purpose of this classification is to analyze, develop, coordinate, and implement environmental, health, safety and training programs for the Utilities Department. This position ensures compliance with OSHA, EPA, DEP, and other applicable regulations; tracks and reports employee certifications; coordinates the department Safety and Wellness Program; chairs the Safety Committee; and conducts training, inspections, audits, and corrective actions to maintain a safe and compliant workplace. The position is also responsible for responding promptly to on-site emergencies, accidents, and incidents to assess hazardous conditions and ensure personnel safety.
Responsibilities and Reporting During an Emergency Situation:
Essential Employeesmay be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classi?cation. They are not listed in any order of importance. Other duties may be required and assigned.
+ Coordinates OSHA, EPA, DEP, City and utility-specific safety programs, policies, and procedures.
+ Implements safety training programs such as Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hazard Communication, PPE, First Aid/CPR/AED, and MOT.
+ Ensures compliance at both water treatment plants with environmental regulations governing hazardous chemical storage, waste management, and Spill Prevention, Control, and Countermeasure (SPCC) requirements.
+ Maintains chemical inventories, inspects storage and containment systems, coordinates proper waste disposal, and supports spill prevention programs.
+ Conducts field inspections at water plants and lab, locations of field work, and lift stations to identify hazards and ensure compliance with safety/environmental regulations.
+ Investigates safety and environmental incidents, prepares reports, identifies root causes, and recommends corrective/preventive actions.
+ Maintains safety and training records, ensuring certifications are current for plant and field staff.
+ Provides technical guidance to supervisors and managers regarding OSHA, EPA, DEP, and other regulatory requirements.
+ Participates in emergency planning and response, including hurricanes, flooding, chemical releases, and utility-specific hazards.
+ Chairs and supports departmental Safety Committees, and coordinates with Human Resources, Risk Management, and external regulatory agencies.
+ Supports asset management, risk management, and ISO 14001 initiatives related to safety and environmental compliance.
+ Administers and enforces safety policies, procedures, and training specific to water and wastewater utility operations.
+ Conducts facility and equipment safety inspections to identify hazards and ensure compliance with OSHA and related standards.
+ Maintains safety records, including incident reports and training documentation.
+ Leads or assists with incident investigations and corrective action planning.
+ Oversees the use and availability of personal protective equipment (PPE) and safety equipment.
+ Provides safety orientation and ongoing training for utility staff and contractors.
+ Conducts systematic reviews of work tasks, equipment use, and operational processes to identify potential safety and health hazards.
+ Evaluates risks associated with chemical handling, confined space entry, heavy equipment operation, electrical systems, and other utility-specific activities.
+ Recommends and documents corrective actions, engineering controls, safe work practices, and required personal protective equipment (PPE).
+ Collaborates with supervisors and staff to implement hazard controls and ensure safe job procedures are integrated into daily operations.
+ Updates hazard analyses as processes, equipment, or regulations change, ensuring ongoing compliance and worker protection.
+ Promotes safety awareness and environmental stewardship among employees through outreach, campaigns, and recognition programs.
Minimum Qualifications
• Associate’s degree in environmental science, Occupational Safety and Health or other related fields.
• Three (3) years of previous experience in occupational/environmental safety in Utilities, water treatment or wastewater operations
• FDOT Intermediate MOT certification
• 24 hrs. or 40 hrs. HAZWOPER certification
• Possess and maintain a valid Florida driver’s license.
PREFERRED QUALIFICATIONS
Minimum Quali?cations for education and experience must be met before consideration of the following Preferred Quali?cations:
• Bachelor’s degree in environmental science, Occupational Safety and Health or other related fields.
• Advanced MOT certification or the ability to attain within one year of hire
• 30-hrs OSHA certification
• Certified Safety Professional (CSP) or Associate Safety Professional (ASP) certification
• First Aid/CPR/AED certification

+ Federal, state, and local regulations applicable to water and sewer utilities, including OSHA, EPA, DEP, FDEP, and NFPA standards.

+ Hazardous chemical handling and storage requirements, including emergency response and spill prevention.

Physical and Sensory Requirements / Environmental Factors
Physical Ability: Tasks require light to moderate physical effort including walking plant and field construction sites, climbing ladders, and lifting up to 40 pounds.
Sensory Requirements: Ability to detect odors, sounds, colors, and visual safety hazards; ability to wear SCBA and respirators.
Environmental Factors: Exposure to water treatment chemicals, confined spaces, loud noise, heat/humidity, and outdoor weather conditions.
