    Summary This position is in the Administrative Office of the U.S. Courts, Department of Technology Services, Enterprise Operations Center (EOC). The EOC's Infrastructure Operations Division (IOD) is responsible for the management and maintenance of IT services, systems, and national data, voice, and video applications and infrastructure. Responsibilities The Administrative Office of the U.S. Courts (AO) is seeking an IT Specialist (Network Services) to join its Infrastructure Operations Branch (IOB). The IOB ensures the Judiciary's data communication network infrastructure is robust, resilient, secure, sound, and meets the federal courts' operational needs. The IT Specialist (Network Services) operates and maintains the performance management tool suite used to manage and monitor network performance. The incumbent works with AO program and project managers to ensure the wide area network, internet gateway datacenters, networks at court locations, connections to other partners, and emergency network services are available and security patches and updates are current. The duties of the position may include, but are not limited to: Providing oversight for network performance management and monitoring tool suite. Ensuring real-time visibility into network health, performance, and security events. Providing expertise to leverage management information bases, object identifiers, and Windows Management Instrumentation performance counters to diagnose and troubleshoot network problems. Developing custom dashboards, alerts, and reports for proactive monitoring. Collaborating with network operations center engineers to enhance troubleshooting efficiency. Implementing automated workflows to optimize monitoring and alerting functionalities Developing scripts for log parsing, data extraction, and remediation actions. Discovering and managing additional network elements (e.g., nodes, interfaces, volumes) using AO-provided network performance tools. Creating network maps, including diagrams of server rooms, main distribution frames, and intermediate distributions frames. Integrating tools with application programming interfaces for enhanced network telemetry insights. Providing expertise to properly configure and monitor NetFlow data. Working with the national operations center to correlate network and cybersecurity events. Tracking network utilization trends and recommending scaling solutions. Assessing bandwidth consumption, packet loss, and device health to avoid bottlenecks. Providing national operations center staff with training on network tool capabilities and best practices. Developing knowledge-sharing resources to standardize tool usage across teams. Producing regular reports to communicate the compliance-level status of network system configurations. Coordinating changes and maintenance with partners in other program offices. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT All information is subject to verification. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL the following areas: Performance management and systems administration for tools that monitor and manage network performance on both wide and local area networks. Configuring and managing NetFlow and other flow-based telemetry protocols to analyze traffic patterns, detect anomalies, and support forensic investigations across enterprise network environments. Developing and implementing automated monitoring workflows and alerting mechanisms using scripting languages (e.g., Python, PowerShell) to proactively identify and remediate network performance and security issues across enterprise environments. Integrating network performance tools with application programming interfaces to enhance telemetry insights, generate custom dashboards and reports, and support cross-functional collaboration between network operations and cybersecurity teams. Desired but required: SolarWinds Certified Professional - Server and Application Monitor SolarWinds Certified Professional - Architecture Education This position does not require education to qualify.
