Overview
The Office of Public Health and Safety works to address the root causes of crime and addictions and aims to reduce violence in Indianapolis neighborhoods. The office convenes public safety and public health agencies along with community partners to execute focused policy efforts in the areas of food security, re-entry, homelessness, violence reduction and behavioral health. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.
The Administrator of Community Violence Reduction (CVR) will be responsible for implementing and managing non-law enforcement violence reduction efforts aimed at reducing and preventing violent crime in Indianapolis neighborhoods, all a part of the City's Gun Violence Reduction Strategy. This position will manage the alignment of the community-based crime reduction with the data in the city. The position will be required to closely manage, monitor, and coordinate with all contractors hired to carry out portions of project work under the CVR division umbrella.
Position Responsibilities
+ Act as a proxy for the Deputy Director in their absence for media relations and interviews.
+ Be the intermediary between the Deputy Director, other CVR FTEs and all contracted entities.
+ Liaise between OPHS and contracted partners/stakeholders for the overall crime reduction program.
+ Oversee the community-based response to homicide and non-fatal shooting scenes upon request from IMPD or scenes with a large community presence to connect with families to provide resources and intervene in any possible retaliatory violence within the district assigned.
+ Attend community meetings to continue to maintain relationships with faith-based organizations, community leaders, elected officials, and community members. Update on the overall strategy and upcoming items.
+ Conduct media interviews related to events and outreach within their assigned districts, following major incidents.
+ Coordinate with the Communications Divisions of OPHS and the Mayor's Office on broader media messages and awareness campaigns.
+ Coordinate and oversee the planning of events of community meetings, block parties, health fairs, local business fairs, etc.
+ Build and maintain relationships with city constituencies and partners such as city homeowners, city tenants, residents of city neighborhoods, employees of city institutions, IMPD, representatives of community, and non-profit organizations.
+ Ensure organizational and institutional compliance with city funding allocated for the purpose of reducing and preventing violence.
+ Regularly conduct audits of all documentation and data collection provided by all team members on a weekly basis.
+ Management of team members, benefits, time-off usage and approve timesheets.
+ Oversee and manage Memos of Understanding (MOUs) through partnering organizations.
+ Maintain clear lines of communication with the Deputy Director of Public Safety to ensure community needs and public safety information is being handled appropriately.
+ Must maintain confidentiality at all times.

Qualifications
Bachelor’s Degree in Criminal Justice, Social Work, or a related field with four (4) years in gun violence intervention related work. In lieu of a bachelor’s degree, 4 years of working experience may be substituted for minimum degree qualifications. Must be confident, articulate, and professional when speaking or in written format. Must have knowledge of violence reduction strategies, models, and best practices. Must have research, analytical, and critical thinking skills, including sound judgment and decision-making skills and skills to correctly identify real and potential problems, advise management as required, and propose effective strategic resolutions. Excellent presentation and negotiation skills. Knowledge of the dynamics of the city’s violence problem. Willingness to navigate challenging neighborhoods and interact with people within those neighborhoods. Must have strong organizational skills. Must be able to compose newsletter articles, fliers, and press releases. Expert skill in communicating persuasively with diverse audiences ranging from policymakers and corporate managers to grass roots community residents. Demonstrated ability to establish and maintain effective working relationships with a wide range of stakeholders and constituencies. Ability to work independently and to foresee, identify, design, or recommend solutions to needs, issues, or problems and manage multiple tasks and set priorities. Must have knowledge of Marion County criminal justice system.
